Heh, I actually always tend to max out luck - but then, I build characters built around criticals (usually take jynxed and finesse as well), and Luck has lots of FUN things associated with it, random-encounter-wise, if I remember correctly. Luck is one of those stats you should either max out or min out - the extremes are the most fun, by far.

What is the +8 str for, by the way? Especially if we're doing small guns instead of melee, it seems like a waste, and ESPECIALLY since you can get at least the power armor boost you might remember from last game. If we're doing a charismatic but evil leader-type, I'd rate stat importance as:
1.Charisma/Luck
2.Intelligence
3.Perception/Agility (Useful, but a good int quickly counteracts the benefit of a good perception, and agility is more about picking the right number than a high number)
4.Strength (4 for rifles, 2 for pistols, add 2 if you want an early game advantage, anything more is a waste).
5. Endurance/Luck

I will try to avoid any talk of minmaxing. :twitch:
I'd put the highs around 8 though.

Of course, your stats also determine which perks you have available to you... hmm...

But yeah, don't waste points on strength.

Remove some from Luck. Make our character extremely unlucky. Take gifted in order to reach the requirements easier. Perhaps chop a bit off INT if the rest doesn't mind? INT and Perception, as our talkative character won't really need perception for the most part. Keep INT above 4 though or else we're in for a hilarious LP :P

There's plenty of in-game items that boost stats, a perk I KNOW you'll be taking gives a +2 to the final total, you'll be fine, trust me.

Also, INT is by and far the most important stat to building a character capable of surviving the wastes and getting most of the good content, and Charisma is much more useful when combined with also having some clue what to say.

So I'll have to take some points out of PER then, and perhaps even LUCK. It'll all work out in the end, somehow.

Like I said, with luck, you are better off keeping it at 9 or 10 or dropping it to 1 or 2

Though 1 or 2 luck makes for LETHAL HILARITY in some situations.
