Now then,

Retreat to a safe, nearby location, possibly a forest or mountain overlooking the city, and watch what happens. While waiting in the forest, look for creatures to mutate, possibly giving them the power to mutate by bite/scratch, a relatively safe and detached way of spreading your influence without the risk of being caught. Civilians will simply attribute it to some chemicals or poisons in the water, driving the livestock mad. Personal suggestion: mutate an insect QUEEN/NEST, rather than random insects, into a giant, infectious creature, so that its spawn will also contain your power, saving you valuable belief and allowing your creations to reproduce autonomously.

There are no forests or mountains near the city. the mountains are miles away and the woods beyond that. All that is left is farmland and plains

Make yourself into some form other than a giant gas cloud with a goatee. Preferably a void with a different image inside it for whoever looks at it, just because we're a goddamn mad god. Of course, you can change the image as to create followers.

Okay, then:

Same idea, but with sea-life hatchlings/eggs. Mutate the unborn to conserve energy/faith and maximize the mutagenic potential of madness. A coastal city will UNDOUBTEDLY consume sea-life and be infected by madness. The effect is strong, but the potential for failure is serious after enough people become sick. Doctors may eventually figure out the cause of the madness and slow its spread, but not before we gain a few much-needed insane followers, and spread a little chaos.

I second this. We need a mesmerizing form with which to gain followers. Our true bearded form of madness should be reserved for only the greatest of worshipers' delight!

I think a bearded gas cloud is good enough for now, especially since we're running low on belief and not getting any more yet. I like the idea of making bite/scratch madness infections. We can spread this to random wildlife, and let blood-drinking parasites catch the illness and spread it to humans. Kind of like a rabies meets the bubonic plague, except more fun. Important to make the disease carry knowledge of Organis, so infected know to worship us. For more fun, make them blame the disease on minorities poisoning the wells.

I think we should stay for now to ensure this experiment succeeds. If it does, we should return to space and make some space eels. The kind that eats cosmic radiation, breaths solar winds, has rows of sharp teeth, grows from small size to large enough to eat small planets, becomes many many small eels when they die, large ones create earthquakes when they shout, can swim/float in the air. The basic necessities for being badass. They can spread our madness to other planets as we have to this one. After all, it's easier to take a little from a lot than a lot from a little.
