You give the monkeys crude technology and forbid them from passing that tech level for the next 50 trillion years. Dissatisfied, they turn to the planet's previous inhabitants and are building space ships six months later.

Punish them harshly and place a race of stone golems that will destroy all technology past waht I gave them and kill 100 of them for all of the technology. Also place a field around the planet that does not allow the space ships through.

Turn back time to before the new monkies got unhappy and give them magic as well, magic in and of itself ensures they stay with dark ages tech forever. Then give the Dinosaurs sci-fi level tech, but remove the want or desire for travel beyond their own world from their minds perminatelu
