Drought is pretty much one of the worst bad events, indeed, and part of why Construction is such an important technology. A roll of a natural disaster (more open-ended by necessity) might have been worse, but a drought is bad enough. Abraxas the Wise (the random event for Neruz's Elphamia this turn) is essentially the polar opposite of a natural disaster.

The new city maps will probably come with the next turn. That should give me time to find a nice sprite for Abraxas as well.

I almost don't dare to ask, but, is Abraxis permanent? Or does he vanish while noone is looking?

Abraxas will be reasonably permanent. Unless you, a natural disaster, or a very lucky enemy destroy him, he won't just vanish without a cause. Since he acts as a resource, you can add improvements to his tile without worry.

I was under the impression that terrain could hold multiple improvements, so that's why I built a quarry on an irrigation hex... could I have my quarry destroyed and reverted back to the irrigation that was there before?

I could do that, but you'd lose the iron, and I can't guarantee that other quarries'll find iron again. Also,  can't quite rewind the turn for you to use the two labors for a different action. What I could also do is move the quarry and iron to tile 18. That'll allow you to keep your investments, but this will be the only retcon I make regarding improvement placement (unless I stupidly forget to place it or put it into the wrong tile, of course; feel free to yell at me if I do that).

Anyway, as per the summary post, mills are the only improvements that stack with other improvements. I suppose walls could also be built on tiles with other improvements. Anyways, I'll see to adding clarifications to the rules.
Edit - Ah, I knew it was already in the rules, but didn't find it either at first.

Edit edit - The rule section containing the quote is now named Buildings and Tile Improvements, rather than the somewhat misleading Building Types. I also added the morale clarification, and a quick clariifcation that food isn't stored in the warehouse.

I think, in future, if somone does something that would overwrite or remove an aspect of their resources, a warning first would be nice, just to avoid situations like this where Cheddarius accidentally erased his irrigation.
