3.6 billion pop = $36 trillion at 100% tax rate.
Let's assume we're not taxing our people of ALL their money and that we're instead taxing them a roughly average 25%. This means we have $9 trillion in taxes, $2.5 billion per million people.
Social Spending and Public Order cost a total of $1.5 billion per million people for basic necessities and security, leaving us with only $1 billion per million people to spend - a total of $1 trillion in taxes per year. Presumably there are no other current expenses like armies or anything like that, so we effectively have complete control over how this money is to be spent.
Alexander applauded the speech alongside many of the other attendants. In the silence that followed as the various senators looked at each other, he stood up and, hands clasped behind his back, began to talk.
"Fellow senators. We have long ran this world in the name of Earth but, with the news that we have now lost contact with that planet, we are forced to severe ourselves from it completely for our own sake. As such, there are a number of important decisions we must now make, and I would like to begin this assembly by proposing my own solutions to these decisions.
Firstly, the question of what our new country shall be named. This is a simple question with a simple answer - as it is made up of multiple autonomous, almost independent states, I propose that we name this country the Commonwealth of Concordia.
Secondly, the question of our constitution. I believe that the laws present in the UN Colonial Charter and our Commonwealth's own laws, as well as the laws set by individual states, and the precedence set by previous major rulings, form enough of a written constitution that it need not necessarily be codified. Instead, I suggest that we reform the various laws that govern our nation and it's various states into a few comprehensive documents.
Finally, the question of how our new government shall be ran. I believe that our current form of governance is more than suited to the task of governing this Commonwealth - however, it does have one fatal flaw. In times of extreme emergency, we may not have the time to come together to vote on the various matters that come to our attention, nor even be able to all meet together for each assembly.
In such an emergency, a more centralised government would have a considerable advantage over us. To ensure the safety of our people and limit the damage caused by such a disaster, a propose the introduction of a new law. In the case of a disaster scenario, the Speaker may call all Senators to this council chamber immediately. Once more than 50% of the Senators have arrived at the council chambers, an emergency vote may be called to elect one of the Senators present to the position of Emergency Dictator. If more than 50% of the
total number of Senators, including those not present, vote for the same person, then that person will assume the role of Emergency Dictator until such time as the Senate decides that the emergency is over. If the first vote does not lead to a person being chosen, it shall be repeated until it does. The Emergency Dictator shall of course be given only the powers necessary to deal with the emergency, and will have no legal control over who occupies the seats of the Senate.
I am sure you are now wondering why this is necessary. Well, quite simply, we have no idea what happened to Earth, and any number of events could lead to disaster for our Commonwealth. No matter how unlikely, if such an emergency does take place I can assure you that our Commonwealth will be much better off if we already have a plan for what to do and ready-made restrictions on the power of the Emergency Dictator that ensure the safety of our current governmental system."
With that said, Alexander unclasped his hands and sat back down. He had more to say, of course, as he had his own ideas for how the budget should be spent, but for now he was content to get this decision out of the way first.
