We shall teach them some means of technology and in exchange use their sheer numbers to construct a beautiful base there. ((weren't most arrivals in America in the 1900s migrant waves also just migrants? Yet in the streets englishmen claiming to be american clashed with irishmen. POint being people arrive there settle in and suddenly millions of strangers come crash the economy and most of the available food. People feel threatened, calling themselves native inhabitants and band together to get these " invaders" off the planet))

If we can find a way to maintain their cultures as we bring them into the Republic as willing citizens, our collective cultures will become unimaginably richer. Finally, the galaxy is a big place. I have absolute confidence that there is a larger empire out there. If they consider themselves altruists, we reap only war by thoughtless exploitation of under-developed sentient life.

Assign 44.000 credits to the Ministry of Development: suppression of unrest in Mars (10.000 credits) and Thorin I (34.000) credits.
Assign 34.588 credits to the Mandate reserve as a caution fund; Ministry of Technology budgeting will resume next turn.
Disallow any and all Migration to and from Mars and Thorin I to Terra for the term,
Deny any and all claims as to the existence of extraterrestrial life. Any unauthorized vessels found in the relevant sectors are to be summarily dealt with.


"Governor of Mars, after carefully assessing the Martian situation, it has been decided that maintaining martial law for another term, with moderate investment in social suppression, will serve the situation better than altogether lifting martial law and taking the bulk of the cost into social infrastructure. Fleet 2 will begin blockading Eridani Prime, any ship entering without express permission from the Solon himself is to be annihilated.
Fleet 3 will begin blockading Darkland, its orders are the same as Fleet 2's
Fleet 4 will begin blockading Thorin Gamma, its orders are the same as fleet 2-4
One Corvette will split off from each of Fleets 2,3, and 4 to continue exploring.
Send a request to the Solon that the Navy begin receiving a stipend of 3000 to 5000 credits.
