((EDIT: gah saw a four where there should be a six...))

You find out that all of that is not needed anymore. Disgruntled Martians have prepared a Colony Ship and are willing to accept you as governor.
If they have not already chosen where to go, suggest we go through Prometheus and head left.

(Head left, young man. Also, I am amazing at rolling, aren't I?)

(( your rolls are obscene. i mean seriously this is just ridiculous...))

Soon enough Millions of Martians press onto the Colony Ships and you set out towards distant systems leaving Sol behind. You are hailed repeatedly by Martian Military and Navy but in both cases nobody tries to stop you.

You will arrive in Prometheus in 1 Turn, heading to a system beyond prometheus will take another.

Comm message to Earth's Solon from Governor Granger.

"Mars would like to request tax refund and a tax exemption next year and next 5 after that in order to build up funds and allow Mars to grow faster. With limited funds as they are at present, it would be cheaper and more reasonable to lift the burden on the martian people to accommodate their faster settling and stabilization."

"The Mandate's tax upon its constituents is permanent and immutable. No tax breaks or refunds will be granted, even as the Mandate spends thousands upon thousands of credits on maintaining its colonies. No burden will be lifted from the martian people, as the local Governor, which is to say, you, will maintain the same tax rates, with or without the Mandate taking its share".

"We do, however, concur that the Martian economy is unable to provide for itself; for that purpose, we are willing to forward the amount of 16.000 credits for the purpose of the construction of a large-scale mining complex in Mars, with a predicted revenue of 50.000 credits per term to the private sectors. As the Mandate is funding the entirety of the operation, the private sector will have to agree to a greatly limited profit margin, however; assuming the rate of 75% in composite taxes levied upon the enterprise's ultimate profit, the Mandate would levy a tax of 37,5% on mining operations of such a scale, whereas you are heavily encouraged to levy another 37,5%".

"That would, according to our specialists, bring 18.750 credits per term to the Martian treasury, and just as large an amount to the Mandate; the lost planetary quality can then be retrieved by investing heavily in the planet's civic infrastructure".

Assign 16.000 credits for Martian industrialization and another 18.000 credits to social infrastructure in the planet.

"Thank you for reassessment of the situation and clarification. I also welcome the decision to sponsor mining industry on Mars."

Accept Solon's proposal and carry out orders as per earlier governmental plan - 10k for social investment and 16k for mining and refining industry.

Recruit 5 more regiments of militia and assign them for population suppression.

Turn 5: Martial Law

"...Riots have died down as Martial Law has now also been enacted on Thorin I. Despite Protests the situation seems to stabilize, especially since many of the more violent Martians have left Mars on their own terms into the depths of space..."

§1 In the lack of a living Governor and a Solon, the appointment is to be deferred until a Solon is appointed by a joint body of Colonial Governors.
§2 The Solon may revoke governorships as he pleases, in observance of Article III.

"Mars and Thorin I are stable; Thorin I cannot currently host mining facilities, and Mars cannot bear more than another five, in a best case scenario; civic tech improvements for either planet is out of reach for the term, so we should stick to unrest reduction. We would like to urge the Governor of Mars to build another five mines on Mars, and handle unrest suppression to what extent he can".

"The Mandate will assign Thorin I 27.000 credits for that purpose, and Mars another 28.000 credits. Another 31.000 will be made available for the construction of a refinery and ten mines on Terra itself, so as to counterbalance the massive populational growth what will come with further advances in civic technology. The remaining".

"Out of the remaining 8.000 credits, 3.000 shall be assigned to the Navy for maintenance purposes; the remaining 5.000 go to the Ministry of Science to be spent as the Minister wishes. A larger budget, possibly as large as 100.000 credits, but certainly larger than 45.000, will be assigned to the Ministry of Science come next term".

"That said, let us consider the next pressing matter at hand; is the Mandate ready to extend its hand to yet another inhospitable world, and what shall be the fate of the recently found xeno? Similarly, how shall we deal with the matter of immigration across the Mandate and the dangers of overpopulation?"

Assign the Ministry of Development a budget of 86.000 credits.
Assign the Ministry of Science 5.000 credits.
Assign the Navy 3.000 credits.
Pre-assign 45.000 credits to the ministry of Science for the next term.

Ibrahim will gather funds to buy a colony ship, trying to gather geologists, engineers, for the mission as well. Also ask the Senate for fundings of this project, as we want to create a fortress for research, especially in the fields of terraforming.

"Until the unrest has been fully quelled on both colonies, forgoing expansion would be prudent. Still, we should continue exploration efforts. More worlds mean more resources, and who knows what else we may find.

As for the xenos, I'd say leave it in the hands of the local senator so long as they comply with the laws of the Autarchy and Federation."

Somewhere in the Prometheus System

John is sitting in his office, watching the news, when a colonist knocks on the door.

"Martial Law. Hmm. Anyway, you were saying?"

"Sir, with all due respect, do you actually have a plan?"

"No. Did you expect one?"

"Ah... Well, most people wouldn't launch into deep space without knowing roughly where they were going."

"I'm not most people."

"If you don't have a plan, then what do you have?"

"I have the knowledge that the freedom of over 8 billion humans, and the Terran Federation, are at stake. Coffee?"

Head Galactic West.

(Why yes, I am insane.)

"Earth is our cradle. It is our breadbasket. It is on Earth we all still depend. As a consequence, it must bleed a little so Mars and Thorin can staunch the flow of their own wounds."

Allocate this turn's funds as directed.

Spend an additional 5000 credits on mines on Earth.

"Mars accepts and obliges with Solon's plan for the upcoming cycle. Spending will be implemented immediately."

15.000 to be spent on 5 more mines.
36.000 to be spent on unrest suppression.
Mines on Mars are up for sale within public market, (i.e players can buy them up at initial investment price.)
1000 to be set aside for transport business.
Immigration restrictions are lifted - policy set to assimilate

    Thorin I Actions

       Military
    • 500 spent to recruit five rank 1 Thorian MP divisions

       Financial
    • Donate 1000 to the navy

Part of the fleet should continue scouting. A near Earth-like world would be greatly beneficial, if immigration is controlled. It would be useful to know about less ideal worlds, even if the treasury cannot yet handle expansion to poor worlds.

I still feel that the aliens should be studied before deciding what to do about them. If they're even harder to please than our own people, they'll need to be left alone until the budget can handle them. We do not need to re-live the British colonization of India, this time with a more vengeful species. The planets should remain protected by the navy for the time being.

Immigration should be tightly controlled for a few more terms until the Martian and Thorian people settle into a stable status quo.

    -----

Daniels pondered the horrible necessity of breaking his promise about martial law. The alternatives were far worse, but .. what would the future hold for him, would history ever look past it, would he even still stand as governor in a decade?

He poured more scotch, hoping this time it would hold answers.

Studying the alien species is an utmost priority. Whatever we do, it's likely to completely alter or even destroy their way of life. As such, constructing an observation post before the construction of a colony is a requirement. Optimally, we shouldn't even construct a colony. Scientific progress should be sufficient to increase the supporting capabilities of our current colonies for the near future.

Thrix was busy as numerous reports, and attendants flooded into his office informing him the situation of the two corvettes he had commissioned with his new allowance from the Solon himself, and the roughly two thousand marines paid for from his own pocket and the gracious donation from Thorin I's governor. With the reports of what the fleets had discovered in the new systems he had to prepare for any situation that might put the currently fragile government at risk of a collapse, he just hoped he'd acted soon enough ....

    Purchase 2 Strength 1 Ships (-2.000 Credits)
Purchase 10 Strength 1 Ground Units (-1.000 Credits)
Build a Shipyard in Orbit above Terra (-2.000 Credits)

Ensure the continuation of the Fleet's current blockade actions, and check up on the exploration fleet.
