The Mandate Turn 5

Welcome to the Mandate. The Mandate is a Game Centered around the Politics of the Terran Republic. Players will play as Representatives of the different Colonies and can influence the Laws of the Republic as they see fit. Provided they get a majority.

It is the year 2100 and Earth has finally managed (after a number of bloody wars obviously) to get their shit together and form a unified Government. While Colonies on Mars and the Moon have been established ages ago, they are still not larger than a few thousand people. At least those guys managed to terraform those Planets to allow Large Scale Colonization. Recent Breakthroughs (mostly through the liberal application of money) in Research has allowed Humanity to finally travel through Space at a Speed that is reasonable. With this the Earth Goverments (and the semi-independent governments of Moon and Mars) have decided to form a Unified Senate to herald this new Age of Expansion: The Mandate.

The Mandate is the Overall Government of the Terran Republic. Each Planet may send a Senator and depending on the Population and Importanc eof the World he has one or more Votes. To simplify things it has been decided that a simple majority is enough to achieve a decision. Each World has to pay a 50% tax to the seat of the Mandate, which is incidentally Terra.

At the Beginning of the Game Only Earth is settled. I will choose the Senator for Earth from the beginning pool of apps.

edit: on second though, scrap that. I seem to have mistook this for a political game, but after reading the rules carefully, it's 95% book-keeping disguised as a military game

The GM is the one doing all the mechanical stuff, don't worry too much about that.

Though could I interest either you in this?: http://www.bay12forums.com/smf/index.php?topic=134404.0 as it is much more politically oriented, without as much of the book-keeping (On either side)

Also posting to put in an app later, sorry about the advertising in here though Ghaz :P

In fact there is no book-keeping for you at all since most of it is handled in the background by me. I just showed most of the mechanics of the game so people know whats going on, since in previous games i was accused of being unorganized, rules being muddy or incomprehensive.

This time i decided to put most of the mechanics in the front so people could see shit and now whats going on. In fact battles get only complicated when you do ship battles since you have to decide which battle actions to take. But thats about it.

Turn 0: The Mandate is unpopular

As with all newly formed Goverments, the Founding Phase of the Terran Republic was chaotic and not without turmoil. Terra which up to this point consisted of more than a hundred different governments should come together under the rule of one. Instead Chaos reigned supreme, in some parts of the world government unifcations worked splendidly in others not so much. All in all the Home of Humanity was in a state of complete chaos and it fell to the Senate to restore order and temporarily take control of Terra till it's governmental issues had been settled.

Pressing Issues:

Terran Emergency Government
Colonization of Mars
The Preparation of Mars for large-scale colonization is a project which has been pursued the last 75 years. Recently our Scientists told us that Mars is finally ready for the first wave of Colonists.

Space Exploration
Thanks to the Jukushi-Engine we are finally able to send manned-ships outside of the Solar System for Exploration. It might be time to construct ships to actually do that.

Senate Issues
Senate Constitution
Right now the Constitution is lacking any and all laws apart from who has how many votes and how much taxes each Colony has to pay. Maybe you want to change something about that

Tax Rates
I don't know who wrote this down but right now somebody has arbitrarily written a 50% Tax Rate on all Colonies, which go directly back to Terra. Again, it's your decision to change that to your liking.

A shortish, slightly balding  man, took to the center. Unassuming in stature, it was Art Granger. What you saw was what you got. At the first glance at least. He would not be in the senate, had he did not mean something or did something important.

"Ladies and Gentlemen of the Senate, I have several proposals, that will address the most pressing issues of the earth and of our civilization. We have experienced rough times and the last century was one of turmoil, but we have finally attained progress, where we can expand and fight for equality of all humans in the great beyond. My list of proposals is simple and touches upon all vital issues.

1. A colonization ship is to be constructed and sent to Mars - there are great many people who both would like to leave the crushing confines of our homeworld and take their chances. It is also a hard truth that Earth needs resources.

2. Constitution of the Republic shall contain a clause on unalienable rights of all people, which means they cannot be enslaved, civilian spacecraft shall not be fired upon, and use of any and all WMDs is outlawed. Our civilization has to move past its history to forge a better future.

3. Tax rates for colonies are to be set to 0, until they attain secure level of population and development.

4. Last project is to construct an exploration ship, which would take to the outer planets of Sol, and then begin voyage towards Alpha Centauri, as a first manned flight beyond solar system.

While, I can in general terms agree with the proposal currently on the table, there're some minor adjustments I would like to propose.

1. First of all, I second the notion that a colonization ship is to be constructed as soon as possible. The Martian Terraforming project has made great strides in the last decades, and it's time that the colony is expanded.

2. While, in general, we can agree with a blanket ban on Weapons of Mass Destruction, there are many situations where an otherwise harmless technology can be used as a Weapon of Mass destruction. Many of the more novel terraforming techniques could be banned under this rule, or could escape any legislation, depending on the wording. Therefore we propose a rewording of the statement.
A blanket ban on the production, utilization or development of Weapons of Mass Destruction, and a sub clause that says that any technology which has a significant chance to be weaponized must be approved by the Senate before it can be developed, produced  or transported off-planet.

3. We disagree with a complete abolishment of the Colonial Taxation system. While it's indeed the case that high taxation, as proposed now, would be extremely negative for the colonies, abolishing taxes now and rising them later would be extremely unpopular. We would therefore instead support a rule that says that the first 10.000 credits will be untaxed. This should give colonies the room to expand. Further tax reductions can always be applied if nessecairy in the future.

4. We concur with the need for a manned exploration outside the solar system. Though it might be better to send multiple ships, in order to provide a certain amount of redundancy.

5. After the wars in the not so recent past, much of the Terran infrastructure is still damaged, outdated or non-functional. It would therefore be a very good move if a significant investement was made in the local economy. We propose that the majority of the Senatorial budget should be dedicated to this endeavor.
