Turn 6: Martian Independence, Corruption Scandals, Wartorn Worlds

CNN Breaking News:
Today in a suprising turn of events, Governor Arthur Granger declared Mars independence from the Terran Federation and formed the Peoples Republic of Mars. The Populace of Mars barely held udner control by the Martian Military rejoiced and Several Armed Insurgency Movements have declared their Support for the Independence Move.

Meanwhile on Terra, Solon Ackerman has come under fire due to a massive Corruption Scandal. Documents leaked from inside the Government have shown that vast amounts of Government Money have flown directly into Private Mining Corporations, most notably the newly established Mining Conglomerates in the Brazil Rainforest. Not only Environmentalists are revolting, a Comittee formed by the World Bank and various former Countries Fiscal Authorities is currently investigating the case. Production and work in the mines meanwhile has broken down as protesters have occupied the facilities.

Xenobiologist Abishek Nahraj's Report from Eridani Prime

...The Yet unnamed Xenos belong into the Mammalian Class and are closely related to Human Apes. As of now the species has an estimated population of five hundred million, covering most of the planet. The most advanced Sovereign States of the Species show a Bronze Age level of Technology.

We have recently made breakthroughs with the language and are able to establish contact with the three largest sovereign States. One has an eerie resemblance to the Roman Empire. The other two have vastly different cultures and seem to be ruled by some kind of caste system, with various different languages for each caste. For both of those we only managed to decipher the language of the lowest caste so far. Segregation between castes seems to be established by pelt colour, clothing and oddly enough length of arms.

"Illumines" Research Teams Darkland Report

So far both species leaving in the Darkland System have proven to be mostly primitive. Both are living in hunter-gatherer societies. We estimated the Population of the reptilians at 50 Million, the population of the ampbhibians at roughly 75 Million. Both are extremely adapted to their environments. Reptilians show high aggressiveness between hunter-gatherer groups and the local fauna only proliferates such an development. Going from our data we can predict that if left alone the reptilians will develop into a highly aggressive and warlike society. Without outside intervention the race will propably extinct itself once it reaches Industrial Age.
The Amphibians on the other hand show no sign of development. An inherent Apathy due to lack of predators or lack of resources has caused a stagnation of the Species. It can be savely assumed that the Society has stagnated for the last one hundred thousand years...

Fimbul System (Playergamer)

At first it seems like ridiculous luck to find a System with not only two habitable planets on it but a third one with such a High Biomass that you could almsot settle it immediately. However as your ship approaches closer to the Fimbul-System you start to catch Radio-Transmissions, Electromagnetic Waves, Communication in vast amounts - in short your sensors pick up a highly advanced civilization. Staying at the brink of the System your radio specialists start to decipher those messages, work however is cut short as your sensors pick up a spike in radiation levels. Finally apparoaching closer you also notice a huge space station in the system. It could hold at least several million people. Disturbingly enough you don't find any life-signs on it. In fact as you scan it thoroughly you notice that it has been badly damaged and has several hull-breaches. Finally getting a visual on the Planet below you, you find the planet to be a Warzone. The entire planet is engulfed in constant warfare.
While the warring civilizations ( you think you can discern two large alliances among the combat parties) seem concentrated on killing each other, none seems to have noticed your colony ship yet.
Using this you study their technology. It is definetly highly advanced, twentieth to twenty-first century technology. The whole thing reminds you eerily of a Third World War Scenario. Even as you study the planet you see that the nations already have resolved to the use of Tactical Nuclear Weapons. Before your eyes entire divisions are obliterated while in other parts insurgents barely hold off large conscript armies. In yet other parts you see Aerial Assaults and Landing Operations that would put the D-Day to shame and makes the Terran Military seem pathetic in comparison.
Having seen enough you study the other Planets of the System. One, the moon of the Wartorn World, (which you notice might once have resembled Earth, if the ongoing war hadn't took a massive toll on the planet) is an Ocean world with an incredible abundance of Life. In fact it has such a High Density of Life that you would classify it as a Garden World in which comparison even Earth pales.
finally almost hidden beind an Gas Giant, is the other colonizable world of the Planet. While it may contain life it is very close to a desert world, lack of water and a thick air which makes breathing hard , make the planet not necessarily a prime choice...still you could survive there and records show that it is rich in Minerals.

Constitution of the Terran Federation
Title I: Fundamental Principles and Organization

Article I The Terran Federation is federation integrated by the irrevocable union between Terra and and its colonies, characterized by:
II - singular right to sovereign rule and representation of the human species;
III - universal citizenship;
§ citizenship in the Terran Federation is both compulsory and assumed for all humans.
IV - cultural pluralism;
V - humanity's manifest destiny among the stars.

Article II The Terran Federation features two powers distincted by their nature:
I - The Terran Autarchy, led by a Solon and sovereign over Terra and all its colonies.
II - The Colonial Governments, led by semi-autonomous governors, sovereign over those Terran colonies they represent and subsidiary in relation to the Terran Autarchy.

Article III Only the Terran Solon, as the Terran Autarchy's supreme ruler, may modify the Constitution, for as long as the Terran Autarchy exists as such, orienting themselves by the following principles:
I - equality.
II - dignity.
III - free-initiative.
IV - civil liberty.

Article IV The Governors of Terran Federation's colonial members are appointed by the Archon to preside over the planet, legislatively and executively, for life.
§1 In the lack of a living Governor and a Solon, the appointment is to be deferred until a Solon is appointed by a joint body of Colonial Governors.
§2 The Solon may revoke governorships as he pleases, in observance of Article III.

Article V Should a Solon perish in office, their successor will be chosen by absolute majority in a gathered body composed of all active Colonial Governors, from their ranks.
§ For the vote to be valid, at least 75% of the active Governors must be present.

Article VI The Terran Navy is a subject branch of the Terran Autarchy and the Terran Federation's sole military branch allowed ownership and use of vehicles capable of space travel.
§1 The Solon is the supreme commander of the Terran Navy.
§2 A Grand Admiral may be appointed or dispensed by the Terran Solon at any moment.
§3 There can be no more than one Grand Admiral in activity at a time.
§4 The Grand Admiral is placed above all personnel in the Terran Navy in hierarchy, but never above the supreme commander.

Article VII The Terran Army is a subject branch of the Terran Army and the Terran Federation's sole military branch allowed to operate within a planet's orbit without the Solon's express authorization.
§1 The Solon is the supreme commander of the Terran Army.
§2 A Grand Marshal may be appointed or dispensed by the Terran Solon at any moment.
§3 There can be no more than one Grand Marshal in activity at a time.
§4 The Grand Marshal is placed above all personnel in the Terran Army in hierarchy, but never above the supreme commander.

Article VIII Each Colonial Government is bound to transfer 50% of their yearly fiscal revenue to the Terran Autarchy.
§ Credit revenue is registered on January 29th of each year, Terran calendar, no exceptions.

Article IX Colonial Governors are the ultimate legislative and executive authority in their respective planets, sovereignty of the Terran Autarchy observed.
§ Should a Governor be declared rogue by the reigning Solo, those roles are both suspended and the planetary forces are to depose the Governor by whichever means necessary. Should they fail to do so, the Solon is authorized to order orbital bombardment of the planet.

Article X Military vessels are a privilege of the sovereign Terran Autarchy. No Colonial Governments are allowed to own, fabricate or produce such vessels without the reigning Solon's express authorization.

Article XI The ruling Solon will step down and hand his powers down to a Senate composed by a representative of each of the Terran Federation's planets within the next 50 years of this Constitution's draft. This clause is irrevocable.

Silence as the Order of Grand Admiral Thrix Neumberg sinks in. Then the sound of a single bullet rips through the silence of the open communication channel and twenty one captains of the imperial navy and their bridge crews witness in horror the Execution of the Admiral by the Hands of his First Officer. The Silence on each ship is broken, however the Terran Government and the Government of Mars wouldn't manage to open any communication to any fleet of the Navy for weeks.

The Event that would later be known as the "Neumberg Incident" would cause the death of more then 60% of the Terran Navy Officers Staff at the hands of their fellow Comrades.

Spend 50.000 on military tech.
After Neumberg incident, urge Terran Navy to join Martian cause against Solon.
Deploy Martina ships in defensive position.
Deploy Martian troops in defensive around the planet and maintain martial law for duration of the uprising and conflict with Solon.

Dismiss the mining incident as lies created by separatists within Terra; have the entirety of the personal records of those public figures involved in creating the scandal dug up; slip critical bits concerning their previous political affiliations and manipulate the Mandate-sponsored media to paint them as reactionary extremists. Cut all funding from those media enterprises that collaborated with the scandal and close down on any past irregularities, no matter how trivial.

Split the Terran mining corporation in three autonomous groups and assign two of them to Machinas and Farnham as hybrid capital companies in Terran mineral strategic interestsı. The current refinery is assigned to Machinas, for taking the initiative in mining operations, whereas Farnham is assigned the shipyard previously owned by former Grand Admiral Thrix, whose assets have been seized by the Mandate for his crimes against mankind. Each company has three mines.

Abd-al-Karim Ibrahim is sold the third share at an undisclosed rate (read: you get it for free), equivalent to four mines.

Grand Admiral Neumberg is given a dishonorable discharge posthumously. His remains, if any still exists, are fashioned into decorative armor. His First Officer, if he lives, is lauded as a hero of the Navy.

Integrate the Terran Navy and Militia into the Terran Army. Current warfare is an integrated system, while space and ground warfare must be differentiated, ground warfare no longer has a need for the classic division (Army, Navy and Air Force).

Commission 28 new corvettes in Terra.

Integrate my private fleet into the Autarchy forces; dissolve the fifth fleet to reinforce fleets two through fourth. Create fleets five through eleven anew, each assigned five corvettes (further reorganization will follow after engagement and commissioning, next turn).

Relieve the Governor of Mars of his position on claims of high treason. Assure public opinion and investor markets of which Mars will be brought back into the fold, one way or another. We have not quelled the issue of autonomous sovereign states in our home planet merely to start the pattern anew in space.

Cut all exports to Mars.

Orders as Supreme Commander of the Navy.
- Fleet 1 and 5 through 11 (42 strength 1 ships): mobilize and immediately engage the Martian fleet in force.
- Fleets 2, 3 and 4: recalled to Sol; rendezvous with the rest of the navy at the earliest opportunity.


ılest someone note this move is nonsensical, truthfully so, whereas I tried leaving the companies owned by vaguely defined NPCs and purchasable by PCs, Ghaz insisted I simply hand or directly sell them to landless players. While I consider this much worse a hit to the private economy than the last one, I don't have an option here but to simply distribute them to non-governors.

The Stalemate in the Orbit of Mars continues after heavy fighting today in the Orbit when MPR and Terran Federation Fleets clashed for the first time since the Martian declaration of Independence. After three hours of heavy fighting boht fleets disengaged without any bigger losses. First Officer of the Fleet Haldan Mannerheim lauded Hero of the Federation for execution of Admiral Thrix Neumberg implored the Solon in an Official Interview after the Battle to invest more heavily in the Terran Military.

Battle in Orbit of Mars ends inconclusively as both sides chose Magnetic Defense for all three phases. Standoff continues this turn.

Emergency orders:
- reduce fleet construction to 10 corvettes; reroute the rest of the funding towards the recruitment of 180 rank 1 ground troops.
- forbid the recruitment of troops by anyone other than the Solon in Terra.
