Name, Gender, Age: Abel Endwil, Male, 22
Appearance: Abel's what you might imagine when you consider the average middle class white american. Roughly 5 foot 10, brown hair, green eyes, not-QUITE clean shaven, and in decent shape physically.

Background: Abel's trained as an architect, having gone into the profession due to wanting to make a lasting impression somewhere. As the third child (of four), he has a bit of an inferiority complex, since both of his older siblings were extremely successful, one of them even a well-known cape. (Hero, details are up to the mod.)

However, despite this, Abel himself isn't particularly exceptional. Sure, he's got a decent mind, and he's not bad at his job… but the general perception is that his current level of employment and salary are more thanks to his family's connections than his own talents, and a lot of his acquaintances don't take him particularly seriously. His boss in particular has somewhat of a grudge against him, making it a point to undermine his accomplishments and ignore any input he has.

Desired Power: Something interesting. I honestly don't have anything particular in mind, I'd just enjoy something unusual.

Cape: Entropy. His costume has the top half as an orderly black with subdued grey highlights, while the bottom half is near-impossible to describe, colors shifting almost randomly across an equally haphazard design. He's human looking, about 6 foot 2, and a villain that's already been arrested twice.

His powers let him "balance order and chaos". The order part includes constructing/structuring almost anything, to the point of repairing a collapsed tunnel, while the chaos part lets him more or less disintegrate anything at close range. The problem is, his range is pretty limited (30 feet max), and whenever he uses one of the powers, the other one unconsciously and unpredictably manifests nearby, in equal proportion. For instance, one time when he tried to use order to create a shield, he ended up collapsing the floor under him. And another time while he was using chaos to essentially melt a hole through a bank vault, he accidentally froze all the air molecules within ten feet, and nearly suffocated. Sure, it CAN be beneficial… but it's equally likely to screw him over.

Personality-wise, he generally acts proper and plans things out until he gets angry or into a fight, at which point his only strategy is "Improvise". His uses of his power are noted to become more unpredictable and more wide-reaching the longer a fight lasts.

Regarding his reputation, due to some of his more unfortunate backfires, he's regarded as a bit of a joke. That said, he's actually reasonably good at using his power, and tends to beat the local heroes every so often.

Trigger event: (Happens at some point during the fight, I'm thinking of adding my character into the RP…)
During Naga's attack, one of the emergency shelters collapses… and it just so happens to be one that Abel himself had analyzed, judged unsafe, and had tried to get repaired… only to be ignored by his boss. Even during the attack, despite his attempts to warn people that this particular shelter was unsafe, it got filled to capacity. The resulting collapse, along with the knowledge that it could have been easily avoided caused the man to trigger.

Abel was trapped in a collapsed part of the shelter, feeling the water run around his legs.

Where is everyone? When will someone come and get me?
...Why did no one listen? We've seen the kind of things Naga can do. Simpe reinforced concrete walls aren't enough! You need...

So his thoughts continued, worrying and worrying. He heard another wave coming.
I'm not getting rescued...I'm going to die.
He felt something inside of him...shift. Suddenly, he felt some kind of presence in his head, like a new sense or limb or something. Terrified, he lashed out with it along with what few extremities remained unhindered by the rubble. Suddenly, the rubble started lifting itself off of him! It flew in a straight line until it got to a certain point and shifted to an arc. Soon, Abel figured out how to control this ability--more or less. He set an initial velocity, and the object kept it until it got more than a certain distance from him.

What has he been doing, these past few days?

Looking at wildbow's suggestions in the Weaver Dice document, I located three good descriptions of how I see Abel's trigger:
Mover - Drive to escape, flee, run.
Shaker - Environmental danger.
Master - Isolation, alienation, exile.
The first two should be pretty obvious; the last is a combination of feeling, what's the right word...ignored? That will do. A combination of that and being imprisoned under bits of rubble from the damaged shelter.
It's obvious that the end result will be a hybrid of some sort--Mover/Shaker, Master/Shaker, or Master/Mover. The last would be pretty easy--teleportation combined with duplication. However, given how I've been accused of ripping off wildbow's characters before, I'm not interested in just giving him Oni Lee's power. Master/Shaker...some kind of minions, made from the environment? Meh. Mover/Shaker sounds neat, although it's hard to figure out. I'll give it a shot, since that should lead me away from things similar to extant parahumans.
The first thing that comes to mind? Telekinesis of some sort, followed by some form of spatial/material warping. Expanding on the latter idea...matter generation from solid surfaces, a little like Golem but pillars or blobs instead of hands/arms? Well, it should involve a way out of this predicament, so I'm having trouble seeing that.
Let's focus on the Mover half for a sec. What are some common Mover powers? Flight, facsimiles thereof, teleportation, super-speed, super-jumping. Less common? Wall-crawling, phasing through solid objects, burrowing. Whatever I choose has to be able to be combined with a Shaker power. Probably not teleportation, super-speed, super-jumping, or wall-crawling, then. Combining Shaker powers with phasing or burrowing comes awfully close to Animus. That pretty much leaves flight, or maybe something like Skidmark's power, but less, you know, copy-ey. Maybe some ability to set velocities? I think I have it. I just need to iron out the details...
I forgot to roll for the power stuff! Oh well.

She and Kinetics head to Director Mason's office so as to be certain that this would be acceptable.  She greets his assistant/secretary, "Is the director available?  We'd like to speak to him about tomorrow."

A couple days after Naga's attack, Abel took a long slow walk towards the coastline, back into the areas Naga had damaged, the shelters that had collapsed. The man was in mostly civilian clothes, with the exception of a mask for anonymity's sake. As one might expect, the area was mostly deserted, making it the perfect place to think… and experiment.

"So… I'm a cape now.", he muttered, as he picked his way through the rubble. "This is definitely my chance… but before I take it, I need to know what I can do with it."

Moving towards one of the collapsed shelters, he dropped his backpack, taking out a few cords of various strengths and a tape measure, which he proceeded to lay to one side. Rolling up his sleeves, he began digging through the rubble with the aid of his power. Within a few minutes, various pieces of metal and concrete were laid out near the cords, with weight and size varying from a baseball-sized chunk to a mass roughly the size of a coffin.

Bringing out a notebook, Abel glanced through the first few pages, before smiling and setting it to the side, where it wouldn't risk damage.

"Yep, that looks to be just about everything… let's begin.

Deciding that he couldn't think of any other relevant tests, Abel began going through the ones in his notes, being careful not to cause a disturbance and to note down the results of each test.

Stress tests like these were never particularly interesting… but it's better to find my limits now than to be surprised by them later. Once I know what I can do, then I'll work on figuring out what I want to do with it.

Impact with small-negligible objects - Object slows slightly?
Impact with similar obstacles - Object slows significantly and accelerates the obstacle.
Impact with a solid wall - Object breaks. Individual pieces no longer retain velocity.
Being tethered to other objects? - Tether breaks on larger chunks. Smaller chunks stop after a fraction of a second of strain.
Impact with another object under effects of power? - Both objects break. Pieces don't retain velocity.
