Propasal First Time so bear with me

18.0
I propose upon the construction of a large air ship with the ability to carry a large storage gondola capable of carrying at least 2tons of cargo.
I do not propose this for military purpose but if we could use it as a flagship for a great white fleet of sorts. As well as a transport vessel for suplies and as I stated in the OOC go across the world seeking allies because 2 against 1 which looks like whats coming i dont like those odds.

Fixed Number
Small problem with this is that 2 tons, is well, not a lot. Our current airships can take 5 times that, and it's successor should quintuple that another time.

On another note. a political suggestion.

Maybe we can put our airships to use in the night before the start of the attack. I doubt the enemy has a functioning radar system yet, so they should be practically undetectable. This gives us the opportunity to mine the enemies primary naval harbours, which can damage a significant part of his fleet, and grant us a few more days of sea operations.

12, Begin work on creating an infantry grenade launcher, it should contain 8 grenades at once cycling a new one in after each shot. (( Simple but a huge impact on warfare in fortified positions, being able to bombard positions at close range will be a massive help to our infantry as well as being a lot easier then carrying along mortars. ))

13, Design an external fuel pod for aircraft that can be dropped when required and contains a small explosive that detonates on impact with the ground to set fuel on fire.
(( Extended air time for our units is good, allows longer ranged bombing without needing new bigger aircraft and if needs be grants them an incendiary bomb to use as well, setting the deck of a ship on fire is a good thing.
Also means our fighters can avoid using up there main fuel until they engage directly so they have a longer fight time. ))

Subproposal 4.2.1: Add the capacity to mount bombs and/or rockets under the wings When not mounted, we do not lose much, but they can provide additional air support when mounted. Additionally, that may let us mount additional weapons under the wings, later.

Proposal Q: Cease production of the Wolverine and Feather, produce Zephyrs instead until the next Fighter is finished. Better fighter than the Feather, better bomber than the Wolverine.

+1 to these ones and which proposal is the infantry Body armor? I support that too unless we already built it.

This is the second time I have seen a reference to 5.1.

I saw that too, I have no idea, probably best to just ignore them, they could be a typo for maybe 4.1 or something, but you really can't be sure...
Could we please have some guidelines concerning modified proposals, at present you can basically get an additional proposal by putting an unrelated project on someone else's proposal. For example, someone could propose a rifle, and I could propose a battleship as a modified proposal, and if I think that the rifle will be unpopular, then I basically get to add a third proposal that way...

Proposal T:
If the new Phalanx vehicle and a working prototype is made within the year begin retooling, and refitting all current Battle Buses to the new Phalanx design in an effort to reduce the time, and resources to get a reasonable number of the machines into the field. Those Battle Buses that cannot be refitted to the new Phalanx design should be designated as escorts to the Phalanxes.

Well the Phalanx is pretty much the exact same as the battle bus simply with all the seats removed but around seven to allow room for the supplies in such. Guns wise two have been removed in place of the hydra, and two have simply been more heavily armored. So all in all its a very similar vehicle so refitting them should be fairly easy, at least alot easier then making entirely new ones right off the bat.

Of course if that doesn't work that is why I added the conditional that if they can't be refitted simply assign them to escort duty for the Phalanxes, that way we can still get a use of those in existence as augments to the Phalanxes :)

RULES:

Vote/Proposal limits:
Each person has 5 design uses. These can be used for proposals, sub proposals, counter proposals, or they can be used for votes at the rate of 1 for 1.

For example:
1 person could make 5 designs.
Another could make 5 votes.
Another could split the difference.

Construction and petition proposals are not limited at this time, however any such proposal that requires engineering will not be considered.

Proposals
1: A proposal will be bold text.
2: A proposal will have a unique proposal number.
3: Proposal number begin at 1 for each year.
4: You are welcome to re-propose old proposals in a new year with a new number, any votes they had in previous years are discarded and they must reach the 2 vote threshold to be acted upon.
5: design proposal numbers will be digits, other proposals "numbers" will be letters
6: It is strongly recommended that you make your proposals within a 24 hour period after I post an update.  This way you won't loose the opportunity to get votes by posting to close to an update.

for example:
1 : I propose that we mount lasers on the heads of sharks.

Modification of proposals:
1: All rules for proposals apply except the following.
2: Modifications to proposals will have a number in the format of proposal.sub-proposal.
3: A modification may be supportive (default) or a counter (must be explicit).
4: Supportive modifications will count as votes for the parent proposal if the child has less votes than the parent.
5: If a child proposal has more than 2 votes and more votes than the parent it will be enacted instead of the parent proposal.

for example:
1.1 I think we should go all the way and mount the National Ignition Facility on the head of a sharkasourus.
1.2 I counter propose that we should instead create lasers that shoot beams composed of sharks.

Format for votes:
1: you must specify the proposal number explicitly.
2: you must use the word vote.

for example:
I vote for 1.2

If it is not a vote or proposals it should not be bold.

Rule Addendum:
Do not propose shark related technologies. This was an absurd and colorful demonstration and completely not serious.
These rules are not to punish or regulate anyone. They exist because this is a lot of information to sort through and count votes for. Without these rules I don't know if I can keep up with everything.

Since we have the Glorious in drydock anyways, update it's weaponry. Remove all the 40mms and replace them with HVG-40s in double open mount turrets(keeping the number of 40mm guns the same), add 4 Hydra turrets, remove the 4 160mm turrets and replace two of them with double 160mm turrets and two with single 320mms. As well, try to squeeze in two of the new diesel electric plants so as to not adversly affect speed too much) 

 
 An update of the 40mm guns is under way, the rest would require engineering effort.

Since it seems the Morovians are going with long-range bombers for night bombing, it's very important we get that radar going. Start over from scratch and get any and all specialists that might help with this on the project

Heavy AT cannon: A new cannon designed to completely dominate the battlefield against enemy armoured units, the new round for the cannon, a large 78.3mm by 680mm round, should be able to punch through atleast 90mm of armour at 1 to 2 kilometers. It's maximum range should reach to about 10 kilometers.

The muzzle velocity of the round should exceed 850 m/s, the gun itself to be an electrically fired, semiautomatic falling wedge design. This will allow it to remain viable unless the enemy can mount over 150mm in armour.

Project Phalanx
The Phalanx takes its inspiration from the Battle Bus, while taking the frame, and core parts of the vehicle it moves away from being a transport. Its overall armor is thicker, and its old patriotism turrets are gone instead replaced with an armored hydra turret on top of the cargo bay and two armored and enclosed turrets mounting patriotism machine guns. The cargo bay is instead refit to carry a small team of generally five to seven men with the rest of the space containing all the necessary items to erect a defensive position. Sandbags, Patriotisms, crates of ammo, etc.

It is meant as a support vehicle, providing cover AA fire, resupply for ground troops, quick establishment of strongholds, and more.

Increasing armor to 30mm adds 15 tons to the weight, adding the hydra turret, ammunition and associated systems adds 5 tons to the weight, 2 manually operated fully armored Patriotism turrets add 2 tons to the wieght, pushing it over the 40 ton recomended weight limit for each of the drive trains not counting the weight of cargo, and the labor and material cost of the chassis will be doubled. Design a 160mm spg based on the K-1 that has enough armor to bounce a GVS-14(an MG that heavy can pen a surprising amount), but try to prioritize mobility. This design will definitely have the x2 diesels, an armored casemate structure, and should try to include a good gun traverse arc for the 160mm gun, as well as giving it enough gun depression to fight tanks in an emergancy. Call it the Hammer

This heavilly modified K-1 based vehicle mounts a 160mm medium velocity cannon in a casemate structure on top an almost typical K-1 chassis. This chassis has lightened the armor to 25mm and has been widened slightly to fit both 400kw engines. Topping it off the casemate structure housing an 8 ton 160mm cannon.

Advanced Tank Chassis:
This new tank chassis is designed primarily as a medium tank hull, though it should outclass the Badger considerably. 80mm armour on the front, 65mm on the sides and 50mm on the rear. All the armour is to be sloped to increase the efficiency of the protection, and equipped with two 400Kw Advanced diesel engines. The suspension of the tank should be a new torsion bar system, designed to enable a much faster offroad mobility for the tank. The hull should mount a single Patriot II for close defense on it's front.

The chassis is also designed without a turret at this point, leaving it as an open canvas for various armoured vehicle designs. In it's current "Open" configuration it can work as a troop carrier

Design a 7.62mm AP round for assault rifles.

Your standard rifle round is far and away, to powerful to be of any use in an assault rifle. In order to accomplish this task, your engineers a note form the Morovian carbine and produced a lighter, milder bullet that should be less punishing to its user under automatic fire. In order to retain effective penetration the bullet is typically solid steel instead of lead, producing a lighter faster bullet for the given amount of propellent.

Choosing Simple and Precise for the RADAR installations.

Proposal 1: Continue with the AT gun development, no changes are to be made to the specifications laid out during the previous year. This may mean the gun takes longer to get out of the development phase, but the power of the gun will be worth it.

Proposal 2: Design a basic, four-engine aircraft, used primarily to tow the gliders we have as well as airdropping supplies.

Proposal 3: Continue with the Advanced tank hull, if only in a minimal capacity. Suggest lighting up the armour by 10mm on all facings, and propose a 45% slant for the armour to offer the most from it.

Production and petitions
A. Dedicate a large portion of production to make our skies safe. Build radars\80mm guns\New interceptors (I suggest "Lightning" name) as we need safe rear during the war with Capia
B. Petition to retool  half of the factory producing coastal guns to build 160mm cannons for Hammers
C. Petition to build new factories for Dogma mortars and 80mm AA guns
D. Build more subs (Vengeance) at our own shipyard for attacking Capian Navy and showing Morovia that we can play that game, too


Design:

Subroposal 1.2 (UR vote#1)
Continue developing the started gun with new target specifications:
a) Switch caliber to 80mm and ensure full backward compatibility with older 80mm shells (not vice versa, it's ok, if new round will not fit into older guns)
b) Design the gun not as a dedicated AT gun, but as infantry gun (e.g not a howitzer), designed to knock out enemy fortified positions via direct fire. While still having respectable (but by no means great)  penetration
