Yeah, the cane isn't really worth it at all.
The cost of the ingredients (at cheapest) is 20 echos of glim, 5 venom rubies (at least three fate and 30 actions, 7.5 echos worth of cryptic secrets or more while almost a person of some importance), 5 diamonds (pretty easy to come across and pretty cheap, about 1 echos worth), 5 sapphires (not that hard to find, but still take ages to get five of them) and the 12 echo cane (so at least 32 echos, 3 fate, and 30 actions at 50 of all stats, or ~40 echos and being a person of some importance).
Honestly it's easier/faster/cheaper to get the weapon that raises persuasive by three instead of getting the awesome cane (especially since it's the cheapest +3 item in the game).
EDIT:
So, I got to hunters keep (a place you can go after you get a ship), and so far its a pretty awesome place, for some reason I really like the feel it gives off.

Hells yes.
No, it gives you +2 persuasive and -1 nightmares (the +3 item is the drum), a combination of stats that is in general pretty pointless (since you are going to be using watchful for challenges that give you nightmares). BUT, it does give you +1 bizarre when you use it (for whatever that's worth).

Oh derp, your right, I thought that both my echo bazaar and twitter were kingmadagascar.
Well in that case, then their really isn't a kingmadagascar, since having me (or theodolus/joshua or anyone else) on the list twice is a bit silly.

 I just reached level 10 in the "person of some consequence" storyline - you get a page of new inventory slots! It looks like there may be as much post-100 content as pre-100.

Oh and I have been meaning to ask - what levels should I keep my Connections at?  I have a few that might be a bit high and I am wondering if there's any benefit to going REALLY high or if I should think about cashing them in (like I have Society at 67, a bunch of others in the 30s).  The "gameplay" page on the wiki suggests I can get a pretty good pile of Echoes in court for that Society, and  I'm *almost* there - hmm I think I just talked myself into a short term strategy...

Keep them above 20 for sure. Keeping them above 40 can't hurt (and I think some of the person of some importance storylines require it.
Yeah, you get a fair bit of money from cashing in, but I don't think that its really worth it (you should be able to get 30 or so echos from your society, after which it will be close to 0 again).

So, just got to the content boundary for my ambition, and in addition that I have gotten a fair number of the person of importance things makes me feel like I am making real progress.
That said, there is so much grinding after you become a person of some importance. :/

And more interestingly I just got a rare opportunity card, giving me a pet that gives +3 watchful.
+3! that more then any other pet in the game (besides the overgoat of course).

EDIT: I just found a really interesting storyline, one that more then anything I envision will make me rage.
Its called The Case of the Fidgeting Writer, and to start you have to sacrifice a tale of terror.
Every single level you have two choices, try to succeed on a luck challenge (which is at fairly good odds) and sacrifice a echos worth of good whether you fail or not OR turn in your progress so far for some stuff from the bazaar (ranging from fairly good to excellent depending on what step your on).
If you fail in the challenge then you go right back to the start.  :-\

Heh. I'm at a step where I need a ton of candles to make a funeral candle or something like that. So I've taken a break from that storyline and have opened a newspaper. My friends, I would like to present to you, The Fallen Lighthouse. A paper of considerable integrity, I will most likely be interviewing some of you for stories once we get the printing presses fixed.
