Its basically both. You have a decent amount of starting points, and after you have a SHIT TON of EXP, you are allowed to change them a bit. There are also abilities, which you can get for a far smaller amount of EXP.

Well, in the acronym'd case, its more of an all at once thing, not some weird series mid-battle clothing changes you seem to have thought of.
