Just want to say, it's crazy that you have to deal with this.  Unbelievable.
I have family who remember similar, but not as bad, problems here in the UK. Dogs were allowed to roam like cats and tended to form packs which would terrorise people. Now dogs without owners present tend to get picked up and put in kennels.

Tazer, or a stick. We have some stray dogs here, but they are pansies and run the hell away if you hurt them.

Long story short:
This stinkin' city is swarming with stray dogs. They are highly territorial, they are organised in packs.
They are defended by retarded old ladies who love the rotten mutts, enough to supply water and a bit of food, yet not enough to actually take them home.

As such, going home after 10PM is a rather... interesting experience.
Authorities won't do a damn thing about it. As a matter of fact, defending yourself and killing a few dogs will most likely land you in jail.
Why?
'Cause that's how we roll in here. I have no better explanation. 'Nuff of that.

Question:
-It is night, you are surrounded by 10-12 dogs. They are closing in, and in about 20-30 seconds they will switch from barking to a coordinated attack. You will get overrun, forced to the ground and seriously bitten. Actually you have a good chance of dying there. If not, best case scenario is permanent disfigurement. 
What do you do to prevent this?

Thanks to the retarded laws in this ... circus of a country, firearms are not allowed.
Thus, please suggest some kind of device that would be effective and easy to use by anyone (for instance, my wife), yet still be non-lethal.

I've been in that situation, once.

I'm trained enough to have landed a lucky shot on the pack leader. but don't rely on this as fortune changes.

I've two advices:

first of all, pick alternative routes. you can't lose fight you don't get into

and then, don't run. dogs are pretty effective in stopping running preys.
if you are engaged and cannot escape walk at a fast peace, backward, raising your foot a lot. ankle are a prime target, raising your foot will avoid having them at the height of their mouths, ample movement will aid too.

then, depending on how bad your situation is, go for pepper spray or if the problem aggravates enter a punk store and get leather wrist bracelets. that way you can be safely bitten and have their head in a very convenient place to strike.

but, by all means, don't ever try a fight. the first and all solution is always pick another route.

I questioned some of my friends from another community on the matter, and we figured that Armor would be your best bet.
Obviously, you would need legal stuff, that is lightweight, and easily, and legally concealable.

I figure all that would be good, The leg and arm armor could be worn under clothes, the neck armor, maybe a scarf, or you could just tell people why you are wearing it. (Police will probably be more lenient to you if you are wearing armor, rather than wielding weapons.)

I think it is important to remember that the priority here is safety, not to kill anything. (Which could land you in jail anyway.)

Actually, armor is a pretty cool idea.

I'm not sure how much of a leatherworker you might be, but if you get some very heavy leather boots and welding gloves, then attach a whole bunch of spikes to them, you will end up with something that will tear the hell out of dog mouths, but only if the dogs bite you.

I would think this would be perfectly aceptable in even the most insane culture for dogs to be "bitten back" by "teeth" that you have mounted on your arms and legs.

Heck, if the problem is as bad as you seem to indicate, there might be a very nice market making spiked boots and gloves (possibly collars and jackets) for resale to others who are being attacked by the dogs as well.

Additionally, the most aggressive and stupid dogs who DO bite you will likely either learn that humans are NOT for biting, or they will die from self-inflicted mouth wounds getting infected or starve because they can't eat.

Win, win.  Spiked armor.

Here's an example of what I mean by spikes.  (You want the short ones, the long ones are just overkill.  1/2 inch spikes will be plenty to tear up lips and tongues of attacking dogs.

Going back to my fire suggestion, I think a torch would work wonders. Just dissolve a lot of styrofoam in gasoline till you get an almost jelly-like substance, then soak a rag in it and wrap it around a stick. Wrap this plastic wrap to avoid evaporation, and your torch is done. Just light it and apply to dog in case of emergency. As this is basically napalm, the dog will keep burning after you hit him, which should really teach them not to mess with you.

I like the spiky gloves idea, but you will look to badass for normal society to tolerate.

Darn dogs have been eating rat poison again.  Imagine that.

The problem being that unless you have legitimate access to chemicals that will make effective poisons, chances are really good that you will leave big blazing footprints for law enforcement to follow if they have any reason at all to suspect you.  You also have to handle what will kill the dogs...

Hrm.  Wait.  Chocolate.  I'll get back to you after I see if chocolate toxicity is real in dogs.  I've never had reason to see if it's a wive's tale or real.

Looks real.  Making some yummy dark chocolate + bacon grease treats for the local mutts might just fix your problems after a few days.  If someone confronts you about it, you can claim ignorance.  Wait, chocolate will kill dogs?  No Way!  They love the stuff!
