It costs money to move supplies to build Habitation tempatures with their own greenhouses and oxygen supplies, it costs more when the supplies need to withstand extremes in heat.   Colonies are agreed to be part of the 'human government', in other words they can declare themselves part of any nation they want or even their own nation but they are still humans, these things where covered when we began makeing colonies on large moons and asteroids.

And in the most unlikely scenarios, what about a civilization that has found the Voyager probe, knew of our existence before hand, or even knew our languages?

We don't know, as the representitives have refused to talk about possible FCP(First Contact Protocal) and have gone rambleing about things decided months ago or just out and out insulting one another.

We don't know since part of this meeting was to decide FCP, so far what little discussion there has been favored peaceful but not by enough to be consitered a win. As for createing your own ships most nations here do not have the funds to make this on their own, yet.

Well, since I do not specialize very well in peaceful situations, I can only advise in war situations if I know what we'd be up against.


And I thought Beijing was destroyed during the war! I even have info on several Operations against China which would have destroyed it!

No, there is nothing that forbids any nation from attempting to make their own ships, besides the cost and the outrage from their citizens at increased taxes just to pay for it.
