Why do people say "smh my head"? Doesn't smh mean "shaking my head" anyway?

Maybe but maybe not. There are examples where something that's been acronymed then has a word or two added that are actually in the acronym. The most common example being "ATM machine".
Probably many people say ATM machine to differentiate it from other meanings of ATM, such as "at the moment".

No they don't. Most people don't verbally say "ATM", to mean "at the moment" but they do say "ATM" or "ATM Machine" frequently. "I'm going to use the ATM" doesn't require any disambiguation, but people add the "machine" on the end anyway. If you said "I'm getting lunch ATM" out loud ... that would be just weird. I don't know anyone who does that.

abbreviations like "ATM = "at the moment" were really for text messages with limited letters, but even those are dying out now. They're not verbal ones, because they generally don't save any effort of speaking, but they do save a fair amount of effort and space while typing on crappy phone keys.

I'm preparing a laptop for an upgrade from an HDD to an SSD. One of the necessary steps (since the SSD is smaller than the HDD) is shrinking the boot partition. I tried doing it the normal way, using Disk Management to shrink it, but I couldn't shrink it enough for that to work. So I went online and found that you can forcefully shrink partitions using GParted, but it would apparently need me to repair the Windows installation by booting off an install disk. I was desperate, so I decided to throw caution to the wind, and go ahead with this risky procedure without making a backup.

So I booted up GParted from a USB stick, and I shrunk the boot partition down to 160 GB. I rebooted, and I tried to boot off my install disk, but it wasn't available in the boot menu. So I decided, I would boot off the hard drive, just to see how Windows 10 would react to this sudden change. And lo and behold, it started up absolutely fine, almost as if it was oblivious to this massive and sudden drop in disk capacity. Not a single error message. How?

What version of Windows was that advice for? It sounds like something for older versions of Windows.

And pretty much any software that can resize partitions can be used. The reason Windows can't resize itself is that some of the files are in use. You can also just clone the C: drive partition, then shrink the clone with Windows, then overwrite the original C: Drive. So if you have any old backup tool that can clone drives then you don't need a special tool for the partition resize. GParted just works in this case because Windows isn't running if you boot if off a USB, so the "stuck" files aren't locked.

Also with Acronis backup or Ghost or something you can just clone whole drives but tell them to shrink to fit whatever the target is anyway, so that can avoid the need to resize in the first place. So decent drive imaging tools can also help to skip the "resizing" step completely.

Windows Vista and 7. The article that I used was last updated in 2010.
