It is then mixed before being reheated and mixed again before being placed in a water bath. It shines with faint luminesce as ambient light hits it. Luciferin is a chemical used in imaging tests, while Neodymium amplifies magnetic properties. The three being combined results is an alloy that can magnify waves from the electromagnetic spectrum that passes through it, making it ideal in a number of industries.

The first government approved use is building it into radar to amplify outgoing signals and catch incoming ones via antenna tips, creating a doppler weather station with far greater accuracy and range than anything else on the market. This does in fact allow the detection of aircraft, and when placed near the sea can spot boat outlines as well. And the SFS is in fact sharing these finished products with the Old World for their own use. After all, severe weather is a danger no matter where you are in the world, and what better to protect you than forewarning?
The name of this material: Wave Alloy is the tentative one, due to it having the pattern like that.

By rolling this service out across international waters we can gather a plethora of data from peoples calls and design a mobile phone to sell with it making use of a small antenna of the same material. The people wish to connect and talk, and we allow them to do so freely for minimum fees, and our cell phone towers are always listening. Even the Old World will enjoy our superior coverage!

This leads to an Interesting firing pattern, as the closer to the middle, The more Concentrated the beam is, while the close to the emitter itself leads to a larger affected area, Leaving dinner plate-sized Burns through infantry at relatively close ranges and molten scores on and into tanks at long ranges, Looking similar to a Hourglass if One was to sketch out its field of effect.

I'm not going to list everything in the votebox, cos there's a lot of things.
My reasoning:
-Secret space program, necessary if we want a chance of beating Caelium into space. Would also accept Orange Dawn in this regard, but feel ROCKET is a more straightforward option that would be easier to use for other purposes.
-We can see from the After Action Report that the UNSA spy was failing to convert people before our agent got involved. They obviously didn't have any real techniques for them to use, leaving them with only a brute-force bribery approach. LDLS is tailored to provide our agents with the means to get rid of/convert targets on the other side of the wall. I like Traveller's Bag, but it feels more like something that assists, rather than providing an entire methodology. I mean, if we want to kill people, we do have the silenced Nebolshoy. I would like to do a cut-down version as a revision, though, cos I like the theme, and better gear wouldn't hurt.

While I agree that Project ROCKET is likely to get us to space faster. I think Orange Dawn will yield a more useful base for long term astro/aeronautic projects. The nature of Caelium means we can't contest the UNSA in low speed, high endurance and/or high weight air and space craft. However where we can beat them is speed. Even if they can have flying APCs and fortress we can have supersonic aircraft and hypersonic missiles.

I do not agree on the use of our 2 rolls credit here. Mostly cause the Expense credit already gives it a 40 percent chance of Superior or greater. Both makes it 65% with 0.7% of Below Average or Poor roll.
Won't mind it, but putting it out there. (With just Expense, Below Average/Poor rate is 8.34%)

Wave Radar sits around Very Hard. There's nothing too insane going on here, and you're already dealing with waves already, but the facilities might be costly to set up. While technological issues could occur on lower rolls, the larger impact would probably be on cost to reflect overall coverage.

Wave Cell Phone Network is Ludicrous/Impossible. It's going to be an issue on it's own to miniaturize the radio technology available to something resembling a cell phone, and then it tacks on trying to build radio towers across the wall. That's going to be a tough sell, to put it lightly.

Jumping straight into an energy weapon as powerful as the microwave annihilation beam seems to come across as would fall around Ludicrous, largely because jumping into constant beam energy weapons at direct-fire artillery levels might be a bit of a hop from uh, not that.

Baby's First Nuclear Reactor and Continental Energy Grid is, honestly, "just" Theoretical. At the end of the day the megaproject fluff is (potentially) resulting in a nuclear reactor and pressurized gavrilium/electrical pipes. That's within the realm of plausibility.

Traveler's Bag is Very Hard. That's a lot of tools in one kit, but it isn't overly wide in what it goes for, and the way it goes about things isn't overly complex.

LDLS Plus is just toeing into Hard. Photoshop and voice acting are hard. Documents are things you already have some experience forging at least.

Essence of Fuel Source and Meth Tea is, uh, Theoretical. I'm going to largely ignore the measurements you provide since they're in both metric and imperial and state it's specifically made in two different sizes (ration size but it's also made in gallons - if it's made in gallons then the ration size would realistically not end up with the size reduction from sludge). Instead, this is a combat stim using a superfuel and actual meth. Making sure they both do well to not incapacitate someone and have the proper dosages for the intended effects will require work.

Tesla-W Rocketry
A lot of debate within the black op research community has been made on the subject of rockets. From nuclear to Gavrilium  fuel based, it's generally decided that one needs to burn a lot of energy to get up there. But one research team have decided to dust off the old ion rocktry idea which has failed in the past due to the amount of ions needed to escape earth. Mostly by creating an alloy that can amplify the amount of energy it can output.

This Wave Alloy is used as a form of teslan engine, lightning being emitted towards a central ball of Wave Alloy with a core electrode to pull the energy towards it, which then massively spikes the energy output. This generates a huge amount of ions and electrons, which then escape in the simplest direction due to the rocket having a faraday cage with an opening around it, exiting through the only opening it can. Through this Wave Alloy, the biggest problem with Ion Rockets is solved, producing an extreme amount of electromagnetic radiation in a focused beam to achieve liftoff. However... As a testing initiative, they do not have the resources to truly create a rocket capable of reaching space, the GGPROE they used to provide the electricity ran out as the rocket fell to earth.

The basic design of the rocket involved GGPRO providing the electricity, the ball of Wave Alloy/central electrode within the reaction engine hanging from the top, and electric coils providing the massive amounts of lightning from the capacitor banks in the rocket, which doubled to act as a wall to direct the amplified energy. The primary limit of this test was of course not having the electrical generation to continue it's ascent, but the theory is sound. Like most rockets, it will take a lot of energy, but unlike most this one doesn't require traditional burning fuel, only electricity.

The base test rocket involves pre-filled capacitors to give it more time to run. The Faraday Cage directs the output down, and the Wave Alloy amplifies the energy to provide enough power to fly. Fairly simple, no nonsense, if unrefined. Just a lot of electricity being drawn to an amplifier.

     There's been a lot of discussion on the discord about ramjets versus rocket engines, etcetera etcetera. It seems we've mostly come down in favor of the ramjet idea, for a number of reasons--fuel efficiency and broad applicability chief among them--but I had the thought that using any amount of nuclear material in a missile would probably be a bad idea, regardless of the potential cost advantages for manned craft. So, here we go.

It has just become the first object in the history of mankind to break the speed of sound under its own power, and it continues to accelerate.



     The test article code-named "Objekt 17" and nicknamed, by the flight crews, "The Flying Chimney", is an unmanned test vehicle powered by an experimental gavrilium ramjet, for which it serves as a proof of concept. The Flying Chimney is a long, dart-like craft with a structurally-reinforced tip, stubby delta wings at the rear, and two vertical stabilizer fins on the top and bottom. Its internal volume is stuffed with avionics equipment for data recording and a GGPRO generator. The ramjet engine is mounted just beneath the body, on a keel-like pylon.

     Ramjets are dead simple, mechanically. They have no moving parts, and operate with high efficiency at supersonic speeds. Because they cannot produce thrust from a standstill, however, this test article is air-launched--dropped from the bomb bay of a Lizong Li-GG flying at speed, and kickstarted by ram ventilation. From there, The Flying Chimney will accelerate up to a theoretical top speed of Mach 3, slowly to begin with, but faster as increased airspeed boosts its engine efficiency.

     The engine creates thrust using the self-heating property of a gavrilium-cerium alloy, which generates heat proportional to a current run through it. Air flows through long heating canals lined with gavrilium-cerium fuel rods, where it absorbs heat energy and drives the aircraft forwards. The engine can be throttled by adjusting the electric current, as provided by the article's internal GGPRO engine. The fuel rods do not "burn up", only the gasified gavrilium providing the electricity.
     
     Objekt 17 will fly unguided and with only the most limited controls, so for the sake of safety (and secrecy), the article will be flown over a cordoned-off test range deep in the Altina Steppe to the east of Osgorod, the federal capital. After a certain uptime, the ramjet will automatically shut off and let the aircraft bleed away speed until parachutes can safely deploy. Once it's planted itself nose-first in the ground like a lawn dart (to protect the avionics), recovery crews can take it back to base.

EDITED: MoP said this would be Very Hard because of a bit including rudimentary self-guiding capabilities. I've cut that out to keep difficulty down.
