In section 3, our lawyers advise to avoid the word Imperial. The empire could unfairly decide to give all partakers in the contract a prestige penalty and hence declare Rockeater to be a traitor. We cannot let this happen to the owner of our only collective shipyard! What is more, for all we know, the Ningalins could have bribed the emperor. So let us define loyalty in terms of signatories to the contract instead.

Suggesting a modification to Section 2: Resource Contributions
Resource Pool: The war should not get bogged down in logistics. Some players can only contribute fuel & food whereas other players can not fuel & feed their forces consistently. Since a critical shortage of good can mean the difference between victory & defeat, with fleets not functioning without ore and armies outright disbanding without food, a Resource Pool for the benefit of all members shall be created. The Resource Pool will allow members to participate in the war by donating resources in exchange for NPP Bux, and allow members to supply their forces by withdrawing the necessary resources in exchange for NPP Bux. After the war, any remaining resources can be purchased for NPP Bux. If nobody has enough NPP Bux, or those remaining holders of NPP Bux do not wish to purchase any more resources, then the remainder will be auctioned for MF.
Arguably, the buy/sell rate should be set at the beginning of the treaty and not changed, otherwise it encourages speculation on NPP Bux & resources. But hey, maybe the majority likes that.
Problem with this is that people could donate more Food/Ore than is actually needed, earning themselves NPPB despite not actually helping with the war effort. Food and Ore are important, but I think it's easier to have the owners of Armies/Fleets source that themselves- and pay in NPPB if desired- than it would be to figure out a system that would fairly handle joint acquisition.

NPPB would exist only for the duration of the war. It would be a way of quantifying contributions. I could change the name to NPP-Points if you prefer. I figured it would allow everyone to profit from the war, rather than restricting the spoils to those with armies and fleets.
For the NPP, some starting points of concern.
1. I think signatories should get additional votes for every army and fleet they contribute.
2. Why have the winner of the auctions pay 10 MF? Given I currently have 0 MF, I’m not very interested in this. Maybe we could allow a signatory to convert like 10 MF to 1 NPP buck for 1 auction?
1. I went with one vote per Signatory just by default, since I don't imagine there will be much disagreement about strategy. We could certainly figure out a way to scale the voting power based on contributed forces, if that's what people would prefer.
2. The idea is that you could sell excess NPPB for MF if needed. The point is to provide a prize pool for those who don't obtain enough NPPB to win an auction. You're right that it's a bit clunky.
Let's apply the KISS principle instead.
If we do go to war, why not do it like this. We create a War Fund. Everything we produce this turn enters the fund, except food needed to maintain armies. If we need more stuff to win the war, repeat next turn.
Resources in the War Fund are used to win the war as quickly as possible, no other purpose. Rock is used to fuel fleets and build more; food is used to power planets and armies.
Once the war is won, everyone gets a planet. There are 8 Space Lords and 9 planets to divide. One planet that nobody wanted is left in the War Fund. After the war, assets in the War Fund are used to replace lost fleets. Anything left after that remains in the fund, to be used in case we ever need to fight off a common enemy again.
As I mentioned on Discord, this is extremely unfair to those with Recruitment Planets (and to a lesser degree Fleets). An equal split of spoils is absolutely unacceptable. The alternative to the NPP is not this socialist plan, but an alliance between those with substantial militaries that leaves those without in the cold.
Which would probably be a lot easier to organise, and be more profitable for Cancer Planeta.
