TURNTURNTURN

Chia Interstellar sends a fleet out to explore. They discover a fertile world (potential farming world)

Blacksand Industries sends just one fleet to go where no man has gone before. They discover a bland planet, good only for factory construction (potential manufacturing world)

Count of the voids sends a fleet into the void. They discover a moon with edible mushrooms (potential farming world)

Jughashvili & Associates send a rented fleet out to meet it's fate. They discover a jungle world, perfect for special forces training (potential recruitment world)

Deutsche Bank provides 3 ore for the imperial shipyard. They are awarded 6 prestige.

Blacksand Industries acquires 5 machines for 75M₣. Imperial Customs is miffed, but they won't go against a favored lord (-1 prestige.)

There is trouble brewing on the border with the neighboring kingdom of Ningalin. A number of "misunderstandings" and "bandit" raids on our trade fleets has occurred that is unlikely to be accidental. What shall we do about it? (Voting event: each lord has as many votes as they have planets)
  • Turn a blind eye to the situation, suffering minor loss of interstellar prestige.
  • Deliver an ultimatum to the Ningalins to stop their shenanigans, which will almost certainly lead to war.

I wrote a treaty to coordinate efforts in the coming war. It is just a draft for now, do not sign it. It's a complicated treaty, so I'm looking for feedback.

Signatories of the Ningalin Pacification Pact agree to pool their resources to maximise their military might versus Ningalin. Military actions will be coordinated, and spoils will be divided equitably according to contribution. Any Ningalin aggression will be collectively countered.

Section 1: Pact Structure
   Any Space Lord may sign on to the Ningalin Pacification Pact (NPP), thereby becoming a Signatory.
   The NPP treaty may be amended only with the approval of more than two-thirds of Signatories. 
   The Chairman has the power to ACT for the NPP (as prescribed in this treaty), and make tie-breaking decisions. Initially Chia Interstellar holds this position, but may be replaced through a simple majority vote.
   A Signatory may withdraw from the NPP at any time, at the cost of surrendering any NPP-Bux they own (see next section).

Section 2: Resource Contributions
   The NPP will procure Armies and Fleets for military operations, with voluntary contributions on a per-turn basis. It shall be the obligation of the owners to keep these forces fed and fuelled. To allow those without military forces of their own to share in the spoils, Army/Fleet contributions shall be rewarded with freely-tradable NPP-Bux. At the conclusion of the war, spoils shall be divided by auction where only NPP-Bux may be used as payment.
   By default, NPP-Bux will be awarded as follows:
   -Armies: 10 NPPB per Army per turn.
   -Fleets: 10 NPPB per fuelled Fleet per turn.
   A motion to review these values, in light of changing strategic circumstances, may be put forward at any time. A simple majority is required to change them. Signatories are encouraged to approve of fair values, taking into account the cost of raising/maintaining the forces in question, and their necessity in the ongoing war effort.
   
Section 3: Military Coordination
   Forces under the NPP will be deployed under a single banner, precluding infighting for the duration of the Ningalin War. Deployment plans may be proposed by any Signatory. The deployment plan with the most votes (from Signatories, one vote per Signatory) will be enACTed by the Chairman when the 24-hour warning is given. In the event that votes are tied when the 24-hour warning is given, an extension shall be requested. In the event that the vote remains tied come the next warning, one of the leading options shall be picked by the Chairman.
   Signatories are not allowed to deploy military forces independently, except in self-defence and exploration.
   Under no circumstances may the NPP deploy forces to attack members of the Empire. The only acceptable deployments are:
   -Attacking Ningalin holdings
   -Defending Imperial holdings from Ningalin aggression
   -Retaking Imperial holdings captured by Ningalin forces
   
Section 4: Collective Defence
   While the primary goal of the NPP is to defeat the Ningalin Kingdom and conquer its holdings, should Ningalin forces capture a planet belonging to a Signatory, the NPP will endeavour to re-conquer the lost planet prior to the end of the war. Planets re-conquered this way shall be returned to the original owner. The original owner will pay a token 1 NPPB to the NPP (effectively removing the NPPB from circulation) in exchange. Should the original owner be unable or unwilling to pay this token fee (indicating they have not contributed to the war effort at all), the planet shall be held by the NPP until the original owner pays the fee. Should the original owner refuse to pay the fee even after the war is over, the planet shall be auctioned as if it were a conventional spoil of war (see next section).
   
Section 5: Spoils of War
   Planets captured by the NPP shall be auctioned. Only NPPB may be used to bid in these auctions (the winning bid's NPPB is removed from circulation). If multiple planets are captured in the same turn, the Chairman shall decide in which order they are auctioned. The winner of the auction will pay 10MF to the NPP, to be distributed at the end of the war.
   At the end of the war, any reconquered planets of which the original owner has refused to pay the reconquest fee will be auctioned. Finally, the auction fees (10MF per auctioned planet) will be divided amongst the owners of any outstanding NPPB (with each NPPB being worth an equal portion of the auction fees). As MF is technically infinitely divisible, this will always work, although it is likely that some people will end up with fractional MF.

Section 6: Misbehaviour
   Don't be evil.
   Should a player take advantage of the war and this treaty to damage Signatories, the NPP will endeavour to punish them for this (amending this treaty if necessary), though the Ningalin War takes priority.
   
Section 7: Disbandment
   The NPP will be disbanded after the Ningalin War is over and all outstanding matters (eg auctions, punishing misbehaviour) have been resolved.

Two comments:

  • As it stands, the Mortgage and Protection contract binds our fleet to defend the planets of Blacksand Industries.
    We will propose them a deal to avoid such a complication. We do have to postpone signing until this issue has been resolved.
  • In section 3, our lawyers advise to avoid the word Imperial. The empire could unfairly decide to give all partakers in the contract a prestige penalty and hence declare Rockeater to be a traitor. We cannot let this happen to the owner of our only collective shipyard! What is more, for all we know, the Ningalins could have bribed the emperor. So let us define loyalty in terms of signatories to the contract instead.

Suggesting a modification to Section 2: Resource Contributions

Negotiations about how to handle the war aren't going to be easy.

Before we bother at all, why don't we vote first and see if it is actually needed?

@Magmacube: just in case you haven't noticed, you could be in serious trouble if the vote is for Peace. With zero prestige yet, you might drop into negative and be branded a traitor by the Empire.

You (and Euchrejack) are right. The NPP Bux idea was smart, but like many smart ideas, overly complicated.

Let's apply the KISS principle instead.

If we do go to war, why not do it like this. We create a War Fund. Everything we produce this turn enters the fund, except food needed to maintain armies. If we need more stuff to win the war, repeat next turn.

Resources in the War Fund are used to win the war as quickly as possible, no other purpose. Rock is used to fuel fleets and build more; food is used to power planets and armies.

Once the war is won, everyone gets a planet. There are 8 Space Lords and 9 planets to divide. One planet that nobody wanted is left in the War Fund. After the war, assets in the War Fund are used to replace lost fleets. Anything left after that remains in the fund, to be used in case we ever need to fight off a common enemy again.

This is a bit of fluff. It specifically does not mean "every player loses 1 prestige", as some have interpreted it. Sorry for the confusion (I knew I shouldn't have used the keyword "prestige" in my fluff.)
(giving everyone a prestige penalty would be pretty pointless anyway, since it doesn't change who is ahead or behind and by how much. Except it might make some people outlaws for no reason.)
