Looks to be some type of ASCII code or something? I tried a couple of tools to decode it but no success so far so im not really 100% sure what it is. May also be a math problem in which case heck

I definitely understand most of it, although I'm unsure what a couple of the symbols are for (and in some cases, like the last two, I have guesses). If you read the rest of the thread carefully, you can work out most of them.

It's underground! Of how many nobility do you know that live in a dank cave? Well aside from rat kings ofcourse but that's exactly my point; why would anyone want co-inhabit a space with rats, much less a rat king?!
