As such, Sarkyran began his work, laying the groundwork of civilisation for his people. It would be hard, but it would be rewarding both both them and himself.
Action 1: Upon the hill that Sarkyran claims as a holy site and his new home, he builds a fountain for his followers to provide blessings unto them (4 CP). To his followers, he commands that any and all that follow him shall make pilgrimage to his fountain and drink from it's waters once in their lifetimes. Those that do make the journey to the fountain shall be rewarded with his favour and in turn given blessings. Furthermore, on the site, Sarkyran command his followers to build him a large temple upon his chosen site, and to enclose the fountain into a courtyard connected to the temple
Name: The Fountain of Sarkyran
Appearance: As a large fountain with two basins, one being raised above the other. Water flows through the top of the fountain, which fills the first, smaller, basin up, which overflows and fills the significantly larger second basin. The fountain is solidly build out of marble and, while simple in design and decoration, is elegantly built to be aesthetically pleasing.
Purpose: The fountain contains the ability to change those who drink it, and their descendants. The water improves the strength, agility and intelligence of the drinker, and ensures their descendants have the same benefits. However, the fountain's changes take generations to complete, though descendants drinking from the water shortens the time needed for the full effects to be reached. The end result, achievable in four generations at earliest, and seven at longest sees the worshipper gifted with strength, agility and intelligence far greater than that of a normal human. Furthermore, the waters shape the imbiber and their descendants towards Sarkyran's vision for them, the hues of their skin turning blue, their hair turned to auburn or red and their ears pointed and elongated slightly. The waters have no affect on anything that isn't human, essentially just being clean water for anything else.
Maintenance: Sarkyran's CP
Action 2: Next, did Sarkyran create a sandwich board that automatically translates the text for the viewer to understand, leaving it near his fountain as he proclaims his laws to his followers, writing them on the sandwich board for those not there to hear him speak those laws aloud. Furthermore, he institutes a court system, headed by Jus, for the tribes to settle their disputes and differences amicably rather than coming to blows as they have in the past. Once Jus has made her ruling, there is to be no complaints. Sarkyran allows Jus to come up with punishments to fit the crimes brought before her, trusting her judgements to be wise and appropriate for the crime.

2. Thou shalt not marry any and all of those who do not recognise Sarkyran as the one true god.
3. Thou shalt not have any god but Sarkyran. Spirit worship is fine, so long as Sarkyran is acknowledged as one's deity which all other serve under.
4. Thou shalt not steal from another follower of Sarkyran.
5. Thou shalt not harm the peoples of the six great tribes to the north, unless they strike first. They are fellows of spirit and soul, if not of blood.

Action 4 (Blood Action): Finally, using his remaining power, Sarkyran creates a composite bow for use by the leader of the hunting bands into the fenlands, build to easily banish the ethereal serpents and heretics within the swamps with equal ease. Awarding it to the first capable of wielding it effectively, the bow is considered Sarkyran's property on loan, and that should the current user be unable to use it in the quest to pacify the swamps, they are to give it to another to keep the weapon where it can be used. (2DP, 1 Essence). In this, Sarkyran reminds his followers that, whilst they shall not break his peace, those that do not see him as their god are not covered by such proclamations, and may be raided and fought with at will with his approval.
