I think we'd be better off waiting on Project: Uprising, until we want everyone to face well armed rebels.

I'm tempted by a project to proliferate the nuclear reactors. Cheap energy for all!
We'll probably want a project to build them, both to power the portal and to get us started before we have all the industry set up to build more.

2046 Summer

Opportunity Results


Destroying the trust between the UK and the US was surprisingly easy. Their mutual distrust was only mitigated by Initiative actions and apparently the invasion of Canada was mighty unpopular by the public of the UK and their sovereign, seeing them still as part of the Commonwealth.
This connection was amplified by Initiative agents in conjunction with the Colonel, who worked closely together with cells of the Initiative posing as independent Canadian resistance groups or foreign volunteers. Gradually over the summer, London and Washington drifted away from each other and returned to a state of tacit belligerence to each other, again contesting the waters of the Shetland Islands to control underwater oil and coal deposits.
This led to a propagation of Initiative cells in the USA again and partially in Great Britain too. Beyond the news, the renewed intelligence reports paint a clear picture. Even these countries are slowly unravelling, with famines, flooding and acidic rain steadily depopulating urban centres and destroying arable land and making them foetid, acrid wastelands. Food riots, refugee caravans and warlords plague the legitimate governments.
This phenomenon applies to pretty much the whole world. Societal collapse is imminent and soon opportunities targeting countries will dry up. Project Endgame, however, still is in effect, mostly by directly taking over power generating facilities and syphoning energy and storing them in great accumulators, which are shipped to the Antarctic.
This makes the Initiative finally enter the public consciousness, although our true motives are still unclear and affected power production is primarily in Africa, south Asia and China. Many presume we are only more organised raiders or a criminal syndicate.

Rescuing Bourbon has been proven a fluke. As Initiative agents and some hired warlord mercenaries assault the prison (the warlord interested in making it a fort and offered such as payment) government forces were found to be in the middle of executions, dispatching prisoners of war and civilian detainees as there wasn't enough food around for them. Under the executed people was, as found out later as the assault successfully secured the prison.
While the initial goal was not met, a number of starving civilians have been extracted to the Antarctic. Farmers, factory workers and clerks, mostly, they lack specific education beneficial for the Initiative, but the added genetic diversity for the colony is deemed useful, as well as a labour force for later use.

Small Civilian Team obtained!

Project Exodus steadily chugged along in summer, with first test reactors working already, although still in a ramshackle way. Used for the reaction inside is a fertile reactor made of Thorium and agitated Plutonium, both of which are plenty at hand. Some design issues arise in shielding radiation and making it lightweight as possible, as the whole thing has to be transportable and still adequately shielded to not cause radiation sickness to its attendants. However, researchers are optimistic that these are the last teething issues and that the generator soon will be fully operable.
As a bonus, applications of a more crude and stationary version of the Exodus Generator help to maintain the bridge time longer, adding 20 seconds to the bridge time and thus increasing the capacity of Project Endgame.

Project Exodus advanced

Project Cargo is nearly finished, with the last hurdles finally solved. The “Eisbär” half track has been concepted, tried, tested extensively and even crash proofed and is now integrated fully into the Genesis Library as well. It is a rugged, dependable, if somewhat fuel inefficient and slow cargo tug with an open motor and room for four passengers. It can move eight tons of material and speed up to 100 km/h on road and 70 km/h off road. It handles like a brick and can crash through a metal wall if need be.

The last legs is just creating a fleet of these things and finish the tunnels, but for all intents and purposes, the project is done.

Rescue Civilians

This is a pretty straightforward proposal. Host global rescue teams and vet out useful civilians for the Initiative and the eventual colony.

Kidnap Indian botanists

India still tries to work out rice plants that work in the oversaturated wastelands that have become Punjab and make some middling breakthroughs there. However, the project itself is considered a hopeless gesture of a hopeless, rapidly failing nation. Serving the Initiative would put their talents to better use.

Seize Hoover Dam

A more overt move, but a critical one. Hoover Dam is a massive hydro-electrical power plant that is still could be used to power Project Endgame when the time comes. Seizing it from the SoCal warlord Jeremy Compton will be a hard undertaking, especially when the US Government decides they want the Dam back too.

Seizing the Hoover Dam was a full success. Mercenaries and hopefuls got armed by Initiative cells and sent in as a form of human wave attack. The warlord troops, mostly deserters from the US Army, obviously dispatched them quickly, but left them vulnerable to a more coordinated insertion from the left flank, which allowed Initiative soldiers to ambush, overwhelm and dispatch most troops with only minimal causalities which have been evacuated before their condition worsened.
After clearing out the buildings of Hoover Dam and fortifying the position against counter attack, scientists and engineers evaluated the dam. It is in a state of disrepair, with Lake Mead nearly depleted and only usable for a few hours before it becomes useless, but these added kilowatts will keep the portal going for 20 more seconds when completely draining everything until there is no more.
A few refugees tried to use Lake mead water for drinking, but died of Dysentery and chemical poisoning. The green tinge of the water should've given it away.

Rescuing civilians is an easy task for the Initiative. All across the globe are refugee groups and survivors of climate catastrophe, warlord slavery or government repression, trying to keep their territories together with a tightly clasped fist. What keeps the scale of rescue small, however, is the fact the Initiative has only limited food supplies and space for the expedition. At best, everyone will desert the Antarctic bases and leave through the portal and leaving agents behind is not desirable.
Another issue is rescuing skilled workers and able workforces. Sickness, malnutrition and lacking education are the biggest limiting factors on who gets rescued or who gets not.
However, there is an eclectic mix of nationalities and professions rescued by the end of Autumn, all secured in the Initiative. Not all were informed where they are going.

Civilian Team obtained!

The Punjab region was such a toxic wasteland that Initiative agents had to don NBC suits to not be contaminated or worse. This made the engagements with Indian Guard Rifle detachments much more intense as every shot could breach the suit and doom the person inside with chemical poisoning. The assault was, predictably, slow and took time. Some botanists were injured in the attack and perished in Punjab, but most surrendered and greeted the Initiative with open arms, glad to live and work somewhere not toxic. Although they did seem to complain about the cold a lot when they were transferred, they were delighted to see the Genesis Library and the other projects and suggested that there should be a concerted stockpiling effort of non-perishable foods when Project Cargo and Exodus are finished.

Tiny Biology Department obtained!

Project Exodus is done. Utilizing an Eisbär Halftrack, it is a mobile fission generator with surprisingly safe energy production, utilizing a fertile fission reactor using ubiquitous Thorium (at least on Earth) and Plutonium. Cooling is performed both by air and by water canisters, which need to be regularly switched for optimal cooling.
A breeder reactor mechanism couldn't been included due to time and room constraints, but beyond that, the Exodus Generator will greatly help in power production for fledgling outposts. In its mobile state it can only give limited power, for full efficiency it needs to be disassembled from its Eisbär halftrack.
One such generator already has been produced for the expedition and the templates have been inserted into the Genesis Library. Since the Exodus generator needs to be used by the expedition, it will not contribute to Project Endgame. A stronger, larger version of this does the job of that anyway already.

Raid CERN

CERN lays mostly deserted in these times, but busting open the locks and attacking the automated defenses to obtain cutting edge laboratory materials will be a boon for the Initiative. Since the governments of Europe are mostly concerned with the ongoing famines, there will be little to no resistance.

Recruit Desertwalkers

Desertwalkers is the term given to former Arab Spring soldiers who have left the ranks after the authoritarian government revealed its true colours. Today they combat tribal armies and slavers, trying to give refugees aid and medical supplies. A hopeless endeavour, but they think they do the decent thing. Convincing them to put their lot with the Initiative will boost our military forces.

Raid Qing Food stockpile

The Qing confiscated most foodstuffs in Northern China and centralized it into Beijing for redistribution and rationing in the whole New Empire. Taking the food will, obviously, be a hard undertaking and probably starve most of China, however, obtaining nonperishables meant to feed a nation will obviously help along greatly for any new colony.

With the world's situation rapidly deteriorating, Project Phoenix is aimed at ensuring that the new colony has the population and genetic diversity to ensure the continuation of humanity, a mix between a technological evolution of cloning, a stockpiling of supplies and a dedicated system of recruitment to shore up colonists numbers. Should the project succeed it is likely that the colony's health will be much improved.
