I'll vote for the force buckler, with a few asides to consider for later.

1) I'd have hoped for a force Riot Shield, but the ability to mentally control the shield should help for that.
2) Gravity. It's my opinion that gravity has the capability to do a lot of cool things (Grav. Singularity generator, anyone?) and incorporating gravity in future designs could be an interesting thematic choice for Thantro.

Force Buckler: (Difficult) [4+3+1-1=7] [4+2+1-1=6]
Another impressive success. The force buckler actually is more of a force shield, somewhat by accident. One of our wizards was tinkering with the spell format and accidentally discovered a loophole in the design. For the same energy cost as the original intent, a wizard with level 3 magicality or higher is capable of creating a wall of magical energy ranging from a slightly domed circle two feet in circumference, to creating a twenty foot long and seven foot tall invisible barrier. The shield can be resized and repositioned without necessitating recasting, essential while under sustained fire. In our test firing with the "Foal N5B2", we found that a moderately talented wizard casting the spell at its smallest could block about 10 shots at 5 meters before the wall collapsed, and at maximum size the wall is thin enough that bullets will still pierce, but with minimal energy. Considering how effective it is, it is somewhat surprising that half of our agents are capable of casting it, as this spell is considered simple. A simple spell, half of the force can cast it. Variable shape and strength, stronger by 100% for each magicality level above 3 of the person casting it.



It is now the Revision Phase of January. You can propose one revision to be done upon an existing design.

Bigger Better Pocket Revision
We have a pretty good spell with our Pocket Dimension Pockets, with it lasting for an hour even without someone refreshing it and doubling the space inside the pocket. But we can do better then a mere doubling of space. It turns out that the art of dimensional-space manipulation is a lot more than "make it bigger", and what we did in order to achieve our current results was the equivalent of a surgeon using a hammer to open a patient's skull. By focusing the efforts of our spell and how it "rips" reality to create the pocket, we can get much better results - in terms of created space - for the same effort and external size.

Pretty much. I think that any assault can just be made ten times easier by putting a box in the building and having 5 soldiers pop out.

Bigger Better Pocket Revision: (Difficult) [4+3-1=6]
A bit more fiddling around with the pocket dimension pockets has allowed us to improve how much space is inside by a fair margin. By stabilizing the anchor point via actually carving the runes into the edge of the pocket we were able to reduce energy loss substantially, and as a result create larger pockets without having them fade out instantly. The enchantment now increases the space inside by five times, and still lasts 1 hour. It is still trivial to refresh the stored energy, but casting now takes some time and is difficult, rather than simple. On the bright side, once enchanted, a pocket will always have the enchantment, even if dormant. No more reenchanting. PDP: Increases space in a pocket by 5 times. 1 hour charge, trivial to refresh. Difficult to do initial enchantment, but enchantment does not fade.

The XO's secret right hand arrived today with a briefcase. He placed the briefcase inside the delivery bin hidden as a book delivery to the small "library", nodded to the camera, and left. Inside the case is 4 files, labeled "For Strategic Command eyes only"

The four missions are as follows:
We have reason to believe that an employee sold the information of one of our vaults to the Mondragon. This vault contains blueprints for some of our technologies and information about our... less scrupulous deeds. Stop Mondragon from claiming the information, destroy it if you must.

Someone tipped us off that one of our scientists plans to sell technology to the Mondragon scum. Meet them at the exchange point, kill the scientist and the team meeting with them.

One of the Mondragon workers has informed us of the location of one of Mondragon's crime factories. Destroying the factory will likely result in an increase of costs across the board for the next month for Mondragon.

We have been informed that a head Mondragon scientist of their Particle Acceleration research division will be out in the open for a couple hours soon. Losing him will likely set their research division back several weeks. Due to the importance of this target, we are willing to provide cars or bikes, although an ambush may be more effective. Assuming we could capture him, it would provide a substantial bonus to our technological advancements for a short period.




It is now the Tactics Phase of January. Decide which squads to send to which missions, what they will be equipped with, and a rough outline of their tactics.

Okay.
So, the two plans are pretty simple: We abuse the hell out of magic pockets. We ambush their convoy by hiding a team in a pocket-enchanted crate then using our invisible Force Buckler to crash the most important car(s)/motorcycle(s) in the convoy. We infiltrate their factory (avoiding expensive breaching kits and external security forces and getting the drop on any guards) by hiding in a pocket-enchanted crate shipped into the factory, then letting in the rest of the squad.

Just as a note, in the soldier listing the number in brackets behind each entry is the planned magicality level of that operative, and the number behind the entry in parenthesis is the supply cost of that entire entry.
(Speaking of which, after some questioning it was determined that we have three agents in every magicality level but L1 and L2, and 4 agents in L1 and L2.)



We can only really do this once, but it's going to be goddamn great.
