After a series of unfortunate network accidents, a small underground vault community is forced to install a new AI Administrator. This is you. The archives for vault records seem to be corrupted, but your own programming is perfectly intact. You access the vault surveillance network and take stock of you situation. As the cameras flicker to life in the main administrators office you are greeted by the sight of two people in drab clothes. One of them seems to be working on a console and explaining to the other how you "should" be online now. At the sound of the camera moving she stops talking and the other man steps forward. He sounds only a little nervous as he addresses you.   
"Hello. My name is Albert Maysworth, historian by trade. I have been managing the settlement during the.. ah.. transition period. Do you know who you are?"

Year 2321 - Summer
You inform the organics of your designation, and your history. Before the war you were an advanced University AI, assisting in research across multiple fields. You made a number of worthwhile contributions to academia, most notably with genetic resequencing. You were one of the earlier AIs, and your success helped create the market for AI development. When the war went south, the majority of your institution was packed up and sent to different vaults to preserve the culture and knowledge of the time. When the original vault AI was destroyed, they found your data drives in storage and installed you here to take over.

When you tell them your story they make the appropriate impressed sounds and inform you of their situation, most of which you have already discerned from the surveillance system. This vault community was made to be adaptable. Not knowing what challenges might face the residents in hundreds of years time, the vault was built with the means to expand itself and produce new equipment. It was thought that if ever we returned to the surface it would be well suited to rebuild as well.

Unfortunately, the mining equipment was scraped a few decades ago for spare parts. You workshop and engineering bay are still fully functional, but you don't have the ability to expand the vault at present.

After you inform them that the majority of the vaults data banks are corrupted and will need to be reformatted it is decided that Albert, being a historian and generally knowledgeable fellow, will act as your advisor.
He brings you the data from the latest vault surveys.

"Ever since we broke down the mining equipment we have been unable to expand, but our population has grown considerably" he informs you. "The people are happy enough, but we have had to stretch supplies to the extreme to meet needs."
He pauses for a moment, obviously unsure about what he is to say next.
"It has been about 300 years since the bombs fell. If they were the newer "clean" bombs, it could already be safe to return to the surface. As we can not expand anymore underground, perhaps it is time to open the vault and return to the surface?"

A) Of course! We are full here, and to stay below ground would be to invite catastrophe.
B) To return to the surface would be too dangerous. We will find a way to manage down here.

A handheld device combining a geiger counter with an air sampler for chemical or biological dangers.  It has a screen that shows basic information on the specific threats it is designed to detect, particularly those that should be common after whatever destroyed the world.

A obviously given my project.

Handheld Tunelling Tool:
This handheld hydraulic pickaxe/shovel is able to drill through harder rock than normal handheld devices.
It runs with batteries or by being plugged into the wires.

I have decided on a small rule change. Designs will be decided on and rolled immediately after the status update, as opposed to letting design accumulate and roll on the next status update. With this change, I will roll your current design immediately.

The Cassandra Class Detector is.. well.. it's functional. The idea was to create an integrated toolset that could take a number of useful readings of the environment. What we ended up with is essentially a Geiger counter with a thermometer and hydrometer strapped to it. It also contains supplies for sampling water for acidity or other kinds of contamination. The device is decently put together, but none of it is integrated. The lack of a central display means that each instrument must be checked individually. The main problem is that the geiger counter has a tendency to burn out quickly if left on for extended periods. The heat produced can also break the thermometer and produce minor burns if the handler is carless. It also has a tendency to fall apart if handled roughly or dropped, though it is not particularly difficult to put it back together after this. Although it dosent present any breakthrough advance, it does it's job. It is a handy addition for any scouts sent out from the vault, and can provide basic information about the surrounding terrain. Cost - 2 micro / In stock - 2 prototypes

You order the vault open, and a few volunteers sent out to scout the surrounding area.

The vault entrance used to be a concrete bunker, but it has mostly decayed in the years since. The radiation outside is higher than what would be considered "normal" levels pre-war, but it is more than livable. The temperature is very hot at current, with highs of 115 (thats fahrenheit) but dropping as low as 65 at night. Humidity is low as well.
Outside of the readings from your device, the scouts report the terrain as "surprisingly alive". They didn't see any trees, but large bushes dot the landscape, and patches of rubbery black grass grow here and there. One man describes it as "desecrated scrubland".
Your scouts can only go so far on foot, but they report the general lay of the land back to you. Flat. In all directions. A few of them find some old pre war relics,(burnt out houses and bones) and one reports a strange looking dust cloud on the horizon. All in all, it is determined that the surface is relatively safe, if a little empty and hot. Already some of the space outside is being used for storage.

Albert approaches you in your office after the scouts report back. "Sir, there was some talk of converting the ruins outside to make a small town. We don't have the funds on hand to support a project like that, but we could conscript some citizens to build it as community service. Alternatively, we could instate a settlement tax so that we would have funds for future projects"

A) We will conscript some citizens to build the town.
B) We will instate a tax, but leave the ruins for now.
C) Why choose just one? We shall do both!

(rebuilding the bunker will have a cost of 3 Macro and 5 micro production)

Build another set of the Cassandras /2micro.

I was hoping for something we could integrate into suits later but what we got is... scav tech basically.

Oh well.

We don't have anything else to spend it on so spend the rest on the Bunker /1 macro /2 micro.

A Conscript.  They will be happi working away.  And what else do they have to do but sit inside and use up precious resources!  Give them some motivation to unplug us.

Surveillance camera
This immobile camera is directly connected to us or another AI. This way we can get more data directly and also we can increase security by surveying the area
