As a double size loan this could be as large as 5 or 6 but I really don't know.

From that it looks like our budget might finally be close to stable, though we are still quite poor. Some of our income is RNG-based and we have little or no cushion for bad/unlucky years. We still need caution at least until we get out from under the dwarf tribute.

What do you mean? We still went up a point in army, despite cutting funding. It appears the recruitment worked.

That was the natural growth of our professional army. As I read it, cutting funding reduced our army budget from 2 to 1. Since we're under the base cap it still grew.

1to3, 1

Recruitment is the roll "1to3"  we see just before the scrolls are presented – if it had worked we'd have seen two points growth as in past years when there was a "4to6."

(I believe the "1" is the Statesmen failing to improve authority.)

Compare the situation from 1140 to 1141. You can see the army scores and the 4to6 roll. (You also see the Statesmen rolling 2to6 in the latter year, when they first came online.)

This is one of my core objections, that 50% success seems like a poor return on investment when the army already grows. Note however, that I am no longer as keen to repeal the recruitment since seeing Eldrican girding for war.

We need to get out cash up now, but our overall budget would be fine without the dwarf issue.

For the army thing, we get 1.5 army for 2 cost, over the long term, while for 1 we get 1.  It clearly has diminishing returns but I think for something as important as the army it is worth it.  We can lose army score completely in a single war, and it is budget wise okay, without the thrice damned dwarf money.

If we want to keep the fireblood and army both at full budget we could take the loan, but I just do not think we need it.
