I would say it cost them an operating cell of ~12 people.

Officially for security reason (Can't protect the crowd from terrorists), but critics point out that other major attractions (football matches, winter market) are proceeding, so they think it's to stifle dissent.

Playing devil's advocate, I guess you could argue that protests need major amount of police works, and the police is currently needed to track terrorists.

I must say, this feel great, for a couple of weeks the whole world was pointing out Belgium's many issues, but now I can go back to feeling smugly superior to the French.

Secondarily because the Summit is political in nature it means that terrorists could target... POLITICIANS!!!

And who is the most important target? (tip: This is according to politicians)

That is fairly typical in these sorts of situations.

Why do they have a blanket ban on protests for the climate talks?
The climate talks are about stopping the world getting warmer.  Blankets warm you.  Thus ban blankets with the blanket ban, of course...
