How about not doing a bomb. Make an artifact that uses the Titan as fuel.

A bomb is a oneshot thing. The artifact would drain the titan's power and lifeforce and on top of that could have a detrimental affect longterm, such as cooling its internal magma. If it doesn't kill it, it'll cripple it to the point that a simple storm will kill it.

It seems easier to do something else with its power. It obviously using fire and earth magic whic may be less efficient if converted into cold magic than something like heat manipulation. that way instead of making cold we take its heat which we then use to take its heat. Technicalities are important.

Cold is an Absense of Heat. Technically the artifact would be taking the heat of the Titan and dumping it into space somewhere.

Yeah but magic is finicky. There's a difference between a spell that destroys something and a spell that creates a void on something even if the effects are identical.

That was just an example. The point is that while say a god of ice could freeze a path across an ocean a clever god of fire can do it with a technicality different process that is actually exactly the same. But if he tried to make the water cold as the ice god did it wouldn't work ata all. Magic is basically bureaucracy but with the fabric of the universe. It's overly complicated with two practically identical paths to the same goal requiring vastly different amounts of effort based on seemingly arbitrary variables.

((sorry if I'm missing stuff from a the suggestion but just remembered to update this))

Military: ((not sure if this was done yet)) The new artifact is brought in to the abandoned town and a party is throw in honor of its old inhabitants, their grave yard for their skeletal remains is up on a hill looking down on the town. The abandoned town seems to have a port similar to the one you have but without trade ships and more large, abandoned fishing vessels. ((not sure if I mentioned that)). Volunteers begin swarming to move to the new site, the mystery of it seems to have captured their imaginations.
Government: Sign ups for volunteers has been opened and many are allowed to move.
People: excitment has spread
