The Civil War was raging across the South like a wildfire, brother killed brother and father killed son as the war tore the nation apart between the Union and the Confederate States who refused to change their way of life. The first signs of what was happening came from witnesses from throughout the nation, terrified and half-mad they spoke of walking corpses that devoured living flesh and they were simply brushed aside and locked away or put down for we assumed they were insane. Boy were we proven wrong, what happened in St. Louis proved the supposed madmen right as the dead rose from graves, walked out of the forests and hills, and fell upon the city where Captain Lyon lead his mean in a valiant last stand against these foul creatures.Their stand gave many of the citizens time to flee, but Lyon and his company where slaughtered to a man holding the line against the seemingly endless horde.

From there it only went downhill as more of these attacks began overrunning cities and towns all over the North and the South, before long both the Union and the Confederacy found themselves confined to far less land than they once had as they failed over and over to rebel these monsters. Pittsburgh, Philadelphia, Atlanta, Charleston, Cleveland, and the surrounding towns became bastions of humanity where the armies of the dead could not reach for the defenders were to many in such confined areas but even when over half of the land of the United States was lost to those monsters the South continued its war of independence

 Even now as I'm telling you this Colonel Jacob is taking the 11th Infantry to meet Union forces who have came North looking for a fight, even in dark times humanity seems to rely on the greed in their hearts. Any who the reason I've brought you here is to give you command, you are going to be the leader of the 23rd Safeguard Regiment, the so called Damned who fight to keep our lands safe and I'm passing this command to you because I reckon I'ma go with Jacob and strike the South. This war is gotta end son so we can fight the true enemy, and I need you to keep our lands safe while we march to bring peace between the South and the North lets just hope we weren't too slow in acting  ...

Now that I've got the intro done I think its time for a bit of explanation. This is Civil War: 23rd Regiment of the Damned, its a tactical game that will be played out on a hex-based map wherein you guys, the players, are tasked with defending the bastions of the living from the hordes of the undead raised against you. Each player will take control of their own officer, and one company of the 23rd Safeguard Regiment (which are called the Damned Regiments by the general populace) with which to carry out that mission.

The game will be carried out in Days which will also then be broken down into rounds which are unspecified amounts of time wherein you move your units about, build structures, and battle the enemy. At the end of every day (also counts as the beginning of the next) your force gains supplies, and requisition for whatever feats they achieved during the precious day. Your main objective (and the most important) is to prevent any of the undead from reaching the exit zone leading deeper into the lands of the North where they can prey on the general populace. However, as days progress you may be given optional missions like rescuing elements of a defeated regiment that has been waylaid by the undead, or escorting a VIP towards the front line, and so on which the completion of will grant anything from equipment to units to requisition points.

I will be accepting six players to start with, and any additional sign-ups will be put on a waitlist to be put in charge whenever one of the player officers die.

Logistically Inclined: You grant the force an additional 10 supplies income at the start of everyday.
Observer: Your officer acts as a spotter for any allied artillery pieces adjacent to them allowing them to fire over hills (at a penalty of 2 range) if they themselves can't see over them.
Well Connected: Your officer grants the regiment five requisition points at the beginning of every day.

1st Infanty Company: The 1st was recruited out of Philadelphia not long ago. They were trained, and armed enroute to this area leaving their skill and actual experience lacking. They make up for that with an unending bravery and complete dedication to the cause.

In-spite of their excellent equipment, and training their personal traits are somewhat lacking.

Accuracy Chart:
1-3: Miss (If artillery misses roll a 1d8 to determine deviation. If the attack was against cavalry roll a 1d6, on a 4 or higher the horses are hit.)
4-5: Direct Hit (Deal the damage value of the weapon to the unit)
6: Critical Hit (Deal double the damage value of the weapon to the unit)

Of course once a hit is made there are several factors to take into account in the form of Health Points, Armor, and any special Traits that a unit may have that negates or changes how they're damage. Health Points is how much damage the unit can take whether it be getting shot by enemies, bitten and clawed by zombies, stomped by zombie horsemen, or skewered on a sword whenever a weapon deals damage it reduces this by the final amount after armor/trait adjustment. Armor is a static value that directly decreases the amount of damage taken so if a unit has an armor of 1 then any damage they take is the damage value-1 to get the amount of health taken away. Traits there are some traits that effect damage these are more often than not blanket immunities such as an immunity to being hurt with small arms fire, or melee weapons. Whenever a unit runs out of Health Points it is destroyed and all those in it were killed.

Cavalry Charges:
Whenever a cavalry unit moves its half or more of its move distance into melee combat they count as charging the enemy. When a cavalry unit does a charge attack they gain +2 to their damage, and get the option move through an enemy unit to the tile behind them if the attack hits (and there's no one behind them of course).

Morale/Fear:
There will be some instances when units will be required to make a morale/fear test to stand their ground and do the mission they were assigned no matter the cost and when those occur roll a 1d6 and compare to the chart below. This roll is effected by the units experience as well as the amount of fear they are trying to resist, at higher experience levels its possible that it is completely impossible for a unit to rout or retreat due to their dedication to the task they were given.

Morale Chart:
1 - Rout: The unit flees for three turns.
2 - Retreat: The unit flees for one turn.
3 - Stunned: The unit cannot act this turn.
4 - Shaken: -1 to their next accuracy roll.
5-6 - Fine

Experience:
Experience represents a unit's skill, combat experience, and teamwork on the field of battle and is split up into four ranks; Green, Bloodied, Veteran, and Legendary. All units start out at Green, and this confers no particular bonuses to any unit.
To achieve bloodied a unit must kill five enemy units, after doing so they receive +1 HP.
To achieve Veteran a unit must kill ten enemy units, after doing so they receive +1 to accuracy rolls plus Bloodied's bonus.
To achieve Legendary a unit must kill twenty enemy units, after doing so they receive an additional +1 HP, and a +1 to all morale rolls.

Line of Sight:
The base range of sight for every unit is four which is modified by terrain, and traits. On unbroken open plains that goes up to five. No unit can see anymore than one tile into a forest until they're directly adjacent or inside the forest in which case they can see two tiles into it in any direction. A unit who has hills in their line of sight can only see units on the outer hill, they cannot see anything past it. If a unit is on a hill however they can see all hills adjacent to that hill tile, but not any tile behind it that is not a hill tile.

Breakdown
HP - This is the amount of Health Points the Unit has.
Armor - The amount of armor the unit has.
Experience - This is the Experience level of the unit, the experience levels are Green, Bloodied, Veteran, and Legendary
Equipment - This is the gear the unit uses and ranges from weapons to utility items to horses.
Traits - These are the traits the unit has that modify what it can do, and how valuable it is. Usually Traits are obtained through training.

Note: All units have a base range of eight tiles unless modified by their traits.

Terrain
Terrain is very important as it determines just where a unit can fire, what they can see, how far they can see, and what natural defenses they get from simply being where they are. The terrain of the are will influence the deployment of your troops, possible weaknesses that will develop in your defenses, and the overall effectiveness of your troops such as being forced to place infantry units facing a ridge which they can't see over in order to protect a railroad to keep your supplies going could give zombie groups the advantage they need to survive the initial fire and get in close to tear into the poor bastards.

Types of Terrain
Plains: The most abundant form of terrain this infers no penalties, and has no restrictions on what you can build there beyond what you have the resources for and the maximum of 1 primary structure, and 2 secondary structures outlined in the building system below. Over plains a units view distance works as normal and is only impeded in the cases outlined below.

Hills:  Hills are similar to plains except they increase the view range of units placed on it by one, increase the attack range of cannons by two, and block sight of unit behind them if they're not also on hills. Units attacking a hill in melee combat receive a -1 to their attack roll.

Forest: Forests confer a -1 to the attack roll of those attacking units in a forest tile, any unit without special traits can only see two tiles into a forest (or if in the forest two tiles in any direction into the forest). Moving through forests costs 2 movement points. Only 1 secondary structure is allowed in this tile unless its cleared which takes two turns in which case the tile turns into a plains tile. Clearing forests also gives 5 supplies.

Swamps: Swamps are horrific terrain that slowdown marches, and impede defenses with unreliable footholds and a myriad of festering bug ridden pools of water. Only secondary structures can be built on these, and move is decreased by one when moving through here.


Building
The so called Damned regiments, the Safeguard Regiments of the North, rely heavily on stationary structures and buildings to defend the remains of the North due to the need for a static defense. Not an inch of land is given without severe bloodshed on the part of the Safeguard Regiments. Within the system of the game building is vital for the continued survival of your men as it confers valuable bonuses and safety that may well save more than one soldiers life if you do it correctly. To build something you need a unit that has the ability to build something, and then the vital supplies resource which is a generic term to cover pretty much everything your men will use as building materials.

Every tile (unless somehow modified by their terrain) can have at most one primary, and two secondary structures, as to what those are primary structures are major constructions that take up a lot of space such as trenches or defensive emplacements. Secondary structures on the other hand tend to be smaller structures but cost more than primary structures such as barbed wire, a medic's tent, or a lookout tower. Structures have three stats associated them for the most part, supplies which is the amount of supplies it costs to build, duration which is the amount of time it takes to build, and capacity which is the number of units you can fit in the same structure. To build something you must have a unit capable of building it, the supplies to build it, and have the builders dedicate the number of turns required by the duration to complete it for your use.

Structures
Trench: Trenches are the staple of every Safeguard regiments defense network as they provide more defensible positions, and slow the undead hordes who have to clumsily climb through them should the regiment ever give ground to them. Units in trenches are considered as having 1 armor when being fired at, in melee range enemies take a -1 to their attack roll due to the difficulties of assaulting a trench with troops ready for you within. Units moving across a trench suffer -1 to movement, moving through trenches however causes no penalty. Artillery fire onto trenches suffer a -1 to their accuracy roll for hitting the unit inside it. This is a primary structure.

Barbed Wire: Barbed Wire is a recent invention spurred on by the need for further defensive capabilities to be available to the Damned Regiments. Made of metal wire with clusters of metal spikes scattered about them they act to block approaching enemies, and harm whoever attempts to go through them. Units moving through barbed wire lose 1 movement point, and if they land on that tile anyone attacking them gets a +1 to accuracy rolls. Artillery fire on a tile containing barbed wire has a 1d6 chance to destroy it. This is a secondary structure.

Landmines: Crude canisters of blackpowder packed with bits of shot, and metal with a striker sparked by someone stepping on the trigger. Not the most reliable trap as the striker sometimes does not light the powder, but effective. If a unit walks through an area with landmines on it roll 1d6, on a 4+ they explode dealing six damage that ignores armor. This is a secondary Structure.

Lookout Tower: A tower built out of wood this is useful for getting a look at the enemy at a greater distance, and allowing sharpshooters a better vantage point. Units garrisoned in this gain +1 to their view range, and +1 to their weapons range. This is a Primary Structure.

Tunnel: Tunnels are a safe, and reliable way to get you men to the front lines and keep them safe from artillery, and small arms fire alike. Tunnels can stretch a max of two tiles, and connect to adjacent trenches. Units moving through it cannot be targetted by small arms fire, or artillery fire though artillery fire that hits a tile with a tunnel on it has a 1d6 chance (succeeding on a 6) to collapse the tunnel. This is a secondary structure.

Capacity: 1 Infantry Unit

Blinds: Blinds can be used to great effect hiding your troops in the thick of forests to ambush enemies that come within range. Units in blinds cannot be seen by enemies so long as the unit does not fire then they cannot be seen by enemy units farther than 1 tile away. This is a primary structure.
 
Gun Emplacement: Gun Emplacements are areas fortified with a surrounding trench, possibly stakes on the outer edges, and then a sandbagged area behind the trench usually built to house valuable weapons or personnel such as cannons, gatling guns, or officers. Units in these emplacements get 2 armor, and the same penalty to attackers as trenches give. Also, if the unit stationed in the emplacement is a gatling gun or cannon they get a +1 to their ranged attack rolls. This is a primary structure.

Supplies
Every Safeguard Regiment is supplied on a daily basis (or as best the Union can manage) with food, building materials, shot, and more. These supplies are usually then funneled into expanding upon their existing fortifications or repairing damaged ones from recent fighting. The standard amount of supplies gained for each regiment a day is thirty though the amount can be changed depending on the recent amount of activity on the front.

Supplies are used in one of two situations; when the regiment build's structures for their defensive line, and when artillery pieces fire. Structures cost a certain amount of supplies based on the type of structure being built. Artillery on the other hand cost 2 supplies for each shot fired, you get one shot per day for free as the cannon comes fully loaded and ready to fire at the start of each day.

Requisition
Requisition is a resource used by the Commander of each regiment, and is earned for completing orders given from command, killing enemies of the Union, and simply surviving through a day without losses. This requisition can then be spent every three days to recruit reinforcements, buy new equipment, and even purchase new supplies that will be sent to your front. These will arrive at the end of the next day.

Sniper's Nest: An expansion upon an existing building this perch is built specifically for a sniper's work, and can only be built upon a lookout tower or a church. Any unit in garrisoned in this gains +2 to their view range (instead of the standard one), and +2 to their weapon range. This is a Primary Structure.

Blinds: Blinds can be used to great effect hiding your troops in the thick of forests to ambush enemies that come within range. Units in blinds cannot be seen by enemies so long as the unit does not fire then they cannot be seen by enemy units farther than 1 tile away. This is a primary structure.

Gun Emplacement: Gun Emplacements are areas fortified with a surrounding trench, possibly stakes on the outer edges, and then a sandbagged area behind the trench usually built to house valuable weapons or personnel such as cannons, gatling guns, or officers. Units in these emplacements get 2 armor, and the same penalty to attackers as trenches give. Also, if the unit stationed in the emplacement is a gatling gun or cannon they get a +1 to their ranged attack rolls. This is a primary structure.

Barbed Wire: Barbed Wire is a recent invention spurred on by the need for further defensive capabilities to be available to the Damned Regiments. Made of metal wire with clusters of metal spikes scattered about them they act to block approaching enemies, and harm whoever attempts to go through them. Units moving through barbed wire lose 1 movement point, and if they land on that tile anyone attacking them gets a +1 to accuracy rolls. Artillery fire on a tile containing barbed wire has a 1d6 chance to destroy it. This is a secondary structure.

Landmines: Crude canisters of blackpowder packed with bits of shot, and metal with a striker sparked by someone stepping on the trigger. Not the most reliable trap as the striker sometimes does not light the powder, but effective. If a unit walks through an area with landmines on it roll 1d6, on a 4+ they explode dealing six damage that ignores armor. This is a secondary Structure.

Spike Pit: A truly rudimentary trap that recently taken up as an effective method of defense by the Safeguard Regiments against the monstrous undead generally to unwitting to realize they're walking straight to their deaths. When a unit moves onto a tile with a Spike Pit trap on it they roll a 1d6 (and on a result of 4+) take 3 damage that ignores armor. This is a secondary Structure. This structure can be built in forests in place of a primary structure.

Tunnel: Tunnels are a safe, and reliable way to get you men to the front lines and keep them safe from artillery, and small arms fire alike. Tunnels can stretch a max of two tiles, and connect to adjacent trenches. Units moving through it cannot be targetted by small arms fire, or artillery fire though artillery fire that hits a tile with a tunnel on it has a 1d6 chance (succeeding on a 6) to collapse the tunnel. This is a secondary structure.

Officer backstory: Cardan grew up the middle child of a middle class family, he's not as smart as his older sister or as charismatic as his younger brother but throughout his childhood he excelled at sports a talent matched only by his ability to get himself into trouble.

After graduation it was clear that family life was not for him and that a quiet civilian life would drive him insane so he applied for the army to be rejected for problems with authority and redirected to the safeguard regiments where his ability to cause problems could be directed into a productive purpose.

Years later Cardan commands his own unit and has a modest reputation for being almost as big a pain in commands backside as he is in the enemies, a trait he uses to annoy command into giving his regiment the kit they need in a timely manner lest he be sent to make his particular brand of complaint.

Officer Back story: After years of service during the Civil War and then led a more or less normal life. He however, suffered from money problems and loans quickly ended his chance of ever owning his house..until the Government came with a devilish. He was given the option of going to a labor prison with his old army enemies or fight the undead as a volunteer. After securing a deal that his loans would be forgiven for his service Richard headed to the front and his old stories of the last war helped bolster his troops.

It means a platoon, the only individual units tracked are the officer, and each separate heavy gun such as the howitzer for my own sanity and to ease my workload a bit.
