So how does the Alien Languages research credit work? Does it work like the research credits obtained from recovered alien spacecraft wreckage? Also I support the Proportional style of map (regarding which, are there any connections between the branches away from Sol?)
Anyhow:
"I have had my people spend some of their time intercepting alien conversations, yet there is one other alien communication that I feel raises an uncomfortable fact of great import. I am referring to the fact that according to the message from the Kaa to Pelsk, they somehow have access to our navigational databases, which to me is considerably more worrying than their unexpected facility with human languages."

Statement: The Euroslavic Federation is always willing to consider doing research under commission of other parties. Adminstrative fees apply. All research property of the Euroslavic federation.

The Euroslavic Federation does not find it unsuprising that the Kaa managed to compromise our navigational databases. Several scout vessels have been destroyed by their forces, and not all of them have been recovered. Given the facility with which they unraveled our language, the subversion of the basic encryption systems on these devices was not unexpected.

Production:

 - Kinetic missiles
 - Capital Ships
 - Alien Language

"Actually, that does make sense Zhakarov. On a somewhat related note, do you want the Erinyes currently in the Crowbar system to help with defending Vanguard?"

Skyrunner, is it possible to disable an alien spacecraft, and would we get more research credits from an intact spacecraft than from debris?

"Stardate whatever." The pilot summons half a smile and looks over at the digital display. "March 24th. It's approximately 22:04." He pauses a bit. "More nothing in the Pelsk Echo system." He speaks the name harshly, leaning back in his chair. The empty space floats by on the monitor with only the light of a distant star there to dot the blackness.

"It's been--what, 20 months now since I've left? Time is weird out here." He stares a bit into the digital display screen, seeing how far he can look out into space before it looks like the pixels it is. "It feels like it's been a couple of months. I was expecting a message from you, Lily." He takes a picture from his pocket and holds it up, looking at it in the dim light.

He spins a full circle in his chair, still looking at the picture before sighing and putting the picture back. He deletes the current recording and opens a new one. "Hey Lily, I miss you. Hope you're having a good night. I love you. Bye." He half-heartedly waves at the display before saving and sending the message.

The pilot sits silently until an alarm lets him know that a new day has happened on Earth.

Commander Charles Pelsk sat at his desk. He fidgeted in his new chair. His old one had deteriorated to the point that it been almost unusable. 'Almost' being the keyword for Pelsk.

"This new chair is awful." He says to no one in particular.

Pelsk was stuck in thought, going through all the information his analysts had given him. Probes, huh? He couldn't think of a better idea himself, and these guys are paid to be smarter than he was. He took the diagram and looked at it again before switching to the clip of the new aliens they had received from the Titanian Republic. While he lamented the nation's decisions, he was glad they had been sensible enough to record as much as had could from the aliens.

But why hadn't he kept his envoy there!

Pelsk shook his head. There was no point thinking about it. He pushes a button on his desk. "Mary? Could you find the head engineer for me? Thanks." He mutes the voice from the secretary before she can respond.

His late nights were getting to him a bit, but he knew these guys had good ideas.

Propose the creation of a Probe to send to deeper pockets of space for communication between alien races and humans.

"We're currently working on it. Unfortunately, recycling was out of the question until more powerful containment fields could be used safely. I actually haven't been notified if we recovered the bodies of the pilots or not. I expect this might be an oversight of the engineers. I'll receive a report from the later today about the matter.

"This is... troubling. You might be correct as well. I find it more likely that they've intercepted our communications and decrypted them. It might be worth the effort to find a way to encrypt our messages to hide them from the Kaa. Unfortunately, my engineers haven't been able to decode much from the alien scouts. Just a few diagrams of some larger ships. Not much to use, really."

"Regarding the aliens with grey ships, how does everyone want to go forward with them if they want to enter a diplomatic relationship with us? In other words, what technologies do you feel comfortable trading away, if any? What level of trade should we try to seek with them? Should we give navigational data? I am asking because given the expected progress of our xenolinguistics program I intend to send my envoy back into the system, this time with an intelligible message."

Actually Skyrunner, what is United Earth's opinion on its spacefaring provinces attempting diplomacy with alien races in the name of humanity?

Yes, the Alien Languages credit lets you research that tech for 1 turn for free, but still using production.

If you disable an alien craft somehow without distroying it, it would definitely give more research credots than a broken one. Even more so if it hasn't launched its, say, antimatter missiles.

Aa the four elected representatives of Earth, you have full authority to make decisions and policies on xenorelations.as to what the public think, though--The existence of the grey aliens hasn't been announced yet, and the various victories against kaa scouts as payback for our dead human pilots has been applauded.

pelsk: What would these probes do? :o

Spoiler: Faction data (click to show/hide)
Spacecraft:
  • The Erinyes at Crowbar is to move to Sol to be equipped with Kinetic Missiles
  • The Erinyes at Olympus is also to start moving to Sol
  • The two Colonizers at Olympus are to colonize Nox and Beta if possible this turn
  • The Scout M2b #1 is to move to RocketFrogMaterial and if possible, contact the aliens in their own langauge
Research & Production:
  • Research Alien Language using the research credit
  • Research Coilguns(-60 Credits)
  • Research Sensor Suite Satellite(-40 Credits)
Policy:
  • All Titanian scouts are to be instructed that in the event of them encountering a hostile Kaa Scout alone on their travels that they are to attempt to disable the Scout's engines and then perform a deep scan on the stricken vessel at a distance such that the chance of the Kaa Scout destroying our vessel by self-destructing is below 10% (based off prior analysis of the Kaa Scout; if such is insufficient to make any predictions on the minimum safe range, close to one-third of the human Scout's maximum effective weapon range)
  • If feasible during Year 7 Q3-4, alien transmissions that have been received (so from both the damaged Clawship that entered Sol earlier and from the grey ships) are to be translated to human languages.

"Given that we need more resources to deal with a hostile universe, the Titanian Republic is now offering to construct up to one colonization craft at reduced cost for any faction that wishes to pay. It is my hope, and the hope of many of my fellow citizens, that this will help us expand among the stars."

There's still 2 turns left on Alien Languages, so unless others don't chip it you probably can't translate the communcations.

((I WAS BUSY BEING SICK AND ohey new turn :D))

Voting for Proportional Map.
Other than the aesthetic beauty {So pretty~}, it gives a ton of space compared to the tree map.
Suggestion: Only show the distance in numbers to less clutter-y mess. Numbers can carry the burden than perceived distances by linear equation instead. :P

"Mmm, we really need Sensor suites. So we can monitor with unmanned devices these systems we've recently come into contact with. The level of activity is...amazing.

"Pelsk, what was that idea on a probe again?"

Amelia Tenrin
Spoiler (click to show/hide)
((I feel a bit D:<//:D at Pelsk's Hercules. Why so faster ;_; grr. Competitive mutuality ahoy))

Curses, an interceptor. Those are deadly enough to wipe out one of my Turul. (does that even have a plural noun? Turuls? Sounds...indecent). I wonder if I can-...
> Create 1 Turul. Move to KnifeManGently
> Research 1 of Double Colonialization. Alien Language.
> If possible (and if funds are left available), COMMISSION ALIEN LANGUAGE TO ANOTHER PROVINCE [if none wish to finish it]
> Send off inquiry to the Kaa on what they're doing in this system. Relay to scout to scan the infrastructure while being guarded by my Turul--if possible to do such and escape in the same turn. If not: do any-free-action possible before retreating back to Sol; relay message to the Turul fleet to not engage--and if possible to initiate reconnaissance before issuing GTHO protocol {Get The Heck Out]. Issue retreat towards Sol & reconsider movement towards RushManagedSatellites.

-- If met with politeness, send Impasser to this system and Turul fleet will go off to Sol [to rearm to Kinetic Missiles] and towards RushManagedSatellites.
-- Scan the skies of PercentOffAcres.

> Rearm all ships capable of getting Kinetic Missiles...with Kinetic Missiles.
> Impasser @Nihil will replace the Turul fleet @PercentOffAcres if the Kaa do not respond with D:< measures.

Amelia picked up the inter-province comms.
"With all those research credits, regardless of need-at-the-moment, we should -- and which I suggest should be done -- spend those credits on the most expensive tech plan possible. Regardless of our future, those credits equal a leap in technology like we've never seen before. And money, in this international state, is always a scarcity problem."

Also...question.
Since the distance is 0.21: doesn't my fleet already reach it in...like, now? o_O Or is the minimum turns to get to a new system always at least 1? I totally missed the fourth paragraph. >.>

There's still 2 turns left on Alien Languages, so unless others don't chip it you probably can't translate the communcations.
* Tiruin fist-bumps Skyrunner.

"Amelia, I would like to suggest that you should research Alien Language this turn. If you do this then we will be able to communicate with the aliens more effectively, as neither the Expansionary Fleet's outriders nor the grey ships seem to be able to translate English." (also you have 3 production slots and are only using 2 at the moment)

"Right. Good plan. We need to focus on that first before trying to expand via colonialization. Thanks."

Once the Scout has many hours of recorded conversation, it slooowly turns around -- as to not alarm its escorts, which rotate every few hours -- and powers out of the system. It is not impeded. One research credit towards Alien Languages has been obtained! Also, Alien Languages has been reduced to 40 * 3 because reasons. The Erinyes at Sol moves to Crowbar.
xD
Love your writing style Skyru.
I can imagine how silly it may look to the aliens.
"What's it doing?"
"Seems like its thrusters are broken."

Are you sure you want to TALK to the aliens? That means you'll lose combat initiative if they decide to attack.

Right. Is there anything wrong with what I'm trying to do with my first policy though?

Not really :ㅍ
