[The Great King of Demestris invites delegates from the Council of Other to Demestris Library where they will be allowed to read the texts within. The standard price for foreigners wishing to enter the library of one text each is in effect. Great King Augustus also wishes to build a road connecting the two countries together, as well as negotiating for a Defensive Alliance, joint Military Access between each others lands during peace, and access to the Great River. The Great King himself will be there to receive them and join them in the library.]

Name of nation: Terra Arma (Italian for "Weapons Land")
Location: East Mountains
Military: Incredibly powerful in some ways, incredibly weak elsewhere. Incredibly skilled and well equipped troops are available in massive numbers, but it has no real military hierarchy making it incredibly disorganized (Strong, for game play purposes)
Government: Athenian Democracy. Every man-woman-and child gets a vote on anything that happens. This allows for great freedom and makes the law malleable, but often leads to mob rule.
Peoples: Human
Law: "Mob Law", people accused of acting against the (loose and often up to interpretation) laws are sent to the Debate yard, where they are put on trial in front of the jury of anyone who shows up. After lengthy arguments from both sides, the jury votes by show of weapons. On a guilty verdict, both parties suggest a punishment, with the jury voting on one of them if they deem it reasonable. (Mild, For game play purposes)
Religion: Arma Dio, the God of Weapons. Every practitioner is required to own, train, and maintain with a personal arm daily if at all possible. They believe that Demons bringing misfortune thrive in this world, but the sight of weapons frightens them away. They can see the rust on weapons and notice if you slack in your training, bringing bad luck to you when they see you are weak. Each is buried with at least one weapon-so they can protect loved ones and ancestors as spiriti arma, until they eventually become strong enough to fight past the demons to Paradise.

After many long days in the decorated crater known as the Debate hall, the people have finally come to a consensus on what is to be done about the nahbors and other issues. There is a lot of celebratory shouting and wooping, along with exiting sparring and celebratory weapon fire. It continues for several minutes, before everyone walks away, back to their own business.

[Terra Arma sends missionaries and low-quality weapons to the Nomad cities. Not to build a military or anything, but to spread the glory of our religion to the world. Mention how disease are caused by Demons who sense weakness, and that by being armed and ready they will be able to fight it off.]

Offer free metal to allow us to open Churches and preaching to the people, and for our beliefs to be tolerated without prosecuting any converts. The traders will offer to trade weapons for small quantities of wood, which will be used to make more weapons.]

[Send Missionaries to the Duchy of Aerindinus, bringing a sample of weapons to the people. Change the sermon to fit the people, be sure to mention weapons not as a possession but as part of the soul. Also send Diplomats "Talker's" offering mutual defense of our mountains.]

[Missionaries and traders, again, to Maramial. There current beliefs should fold well to our own religion. Offer to trade weapons, with the missionary bringing some to give away, of course, in return for the only thing they really have: Military support. Ask to set up churches, to avoid the long trip to isolated areas.]

[Missionaries and Talker diplomats to Xavien. They are our nahbors, it is only right that we work to protect each other. Offer weapons from our Missionaries, making sure to mention that the religion is perfectly in line with duty. In fact, it is their duty to drive demons away from their country.]

[Send missionaries and traders to The Glorious Confederation of Ale and Spice, with mention not to take any drugs themselves as it shows and invites weakness. Offer a gift of weapons, sorely needed I am sure. Often to trade small metals for food, without any qualities of a drug. I am sure they don't have a very active mining industry]

The Great Kingdom of Demestris

Demestris Library
On arriving at Demestris Library, the delegates from the Council of Other are greeting by a very fit young man with long hair of vaguely Middle Eastern descent. He is barefoot and wears plain white pants and what looks to be a form of toga but with proportions of somewhere between a tunic and a t-shirt. He waves the guards away and invites them inside the library. Inside, they talk diplomacy and trade, and are allowed to peruse the library's open sections at their pleasure for a few hours before they leave.

Diplomatic Interactions
[Due to the amount of time passed, the Great King RETRACTS the offer of a Defensive Alliance and Military Access given to the City of Norogoth.]
[The Senate informs Sigylguard that Demestris will no longer be able to sell them slaves. The reason cited is that recent events have made the slaves required. Food will still be traded however.]
[The Senate informs Sigylguard that Demestris that Demestris only has two pieces of old world technology. One of them is a personal belonging of a General and the other is one that Demestris would rather keep to herself.
[The Senate asks for non-military access to the Great River from the Council of Other.]
[Great King Augustus informs the Other delegates that a paper mill would be impossible since it requires trees to produce paper. The only trees available on this side of the Great River belongs to Sapiastan and Demestris would rather not get involved with them.] (Classified)

  Plans for the road are also formed, to be as level as possible, 40ft wide, and generally be similar to what the Romans did. The Council's end should be at a location where a port can be built, preferentially just downriver from a good spot for a mill.
  Prospective areas for watermills are searched for.
  A series of watch towers are setup along the river, mostly to act as lighthouses.

As part of their training half of the Exploratory Corps is sent searching for more lost tech, mostly in the form of data storage and parts for the councils really, really, really old comp system that is still in the shelter network.

((Actually, the road will only run directly to Demestris. The only inhabited areas are the city itself, some farmland around it, and wherever the military desides to set up camp. Everything else is wilderness so going by your plan would mean building a road that leads to nowhere and just ends at some arbitrary point.))

[The Senate responds to the inquiry on Demestris' cotton and livestock industries. Cotton production is rather advanced but only on a medium-scale level. Clothes are rather important in Demestrian culture and as such there is a high level of skill in the area. As a compliment to the cotton industry, sheep herding is the most abundant livestock in Demestris at ~5000 heads. Horses are second at ~4000 including military horses (the number is only so high because of the efforts made by Great King Leonidas), chickens at ~2000, oxen at ~1200, and cows and pigs at ~200 each.
The Senate also asks for information on the making of paper using cotton and animals, as the only way known in Demestris is the use of trees (courtesy of a few old world pamphlets kept in the Library).]

((The plans to make plans for the foundry and factories are unchanged, but they'll only be small-scale and are really just there in case Demestris finds itself in an emergency or something seeing as they have no experience in metalworking.))

[The Senate agrees with the plans and is able to carry out with them (a picture book about the Romans was found during Great King Alexander's reign in relatively good condition with only a few pages damaged beyond comprehension) but requests that the road be slightly narrower at 12 metres (19 cm difference). Demestris hasn't officially used the 'old' system since the days of Great King Jonathan.]

[The Great King replies to the first request by saying that that matter requires input from the Senate which at the moment is impossible to get at the moment what with the raging debate over paper material (()) that's going on. At the moment the request is rejected but will be considered at a later date.]

[The leader of the caravan is confused. He brought 9 tons worth of meats and fruits. Divided by 2.5 that should equate to 3.6 tons worth of stone, yet the amount offered is a tenth of that. He refuses to trade for the asking price but is currently still in the Council of Other's territory.]

[The 500 Demestrian slaves also help with carrying the road stones and the building of the road. The 3000 strong army stationed there is currently guarding the slaves and patrolling the length of what will be the road.]
