Indeed. I'm still kinda shocked at how long TA lasted purely from player interaction, since Rag died all the time and wasn't able to GM stuff.

Well... how many people were in TA? I can see character interaction lasting a long time if you have a ton of players all chatting with each other.

Aye, just me. Though, Smurf, I think you forgot the damage reduction Kaotaro's armor gives her. Not much, to be sure, and she still took the most damage of the group, basically, but it could easily make a difference. Also, apparently it auto-hit? Damn. I was hoping to stick with her Small abilities for this fight, too. That may not be an option, and I'm still needing to work on that list of things she can make and whatnot.

Whelp, time to take cover, continue manifesting stuff, and analyze her abilities so they make sense and give the sense of how she fights appropriately. (Don't give her time to prepare. She takes a while to get going fully, so she's weak at the start of a fight, but if you give her a moment's rest, you'll regret it. Not suggestions, mind you, just telling you that's what happens.)

Nope, it reads a +2 Defence right? Barrage is a magical ability.

Is it possible to reduce the TN and mana cost for one of Mary's spells at the cost of it not actually doing anything? Such as say, making a burst fire of scalpels fire as per normal but incapable of harming or healing?

Also, if a character gets their action before another character in the turn order, are they allowed to delay their action for that turn? Such as say having a healing heal someone who is going to use a self-harming spell, or a sniper trying to interfere with an enemy's attack by shooting them right before it?

If it does no damage and has no effect, you can easily class that as a Negligible spell.
