He probably means that it's not really all that important that the heroes actually are good, have not committed felonies and stand for truth, justice and the American way. That's exactly what the secrecy of a hero's identity (assuming they haven't had it before becoming a hero) conceals. What matters is that their new identity, that of the hero, seems immaculate to the public at large.
Yeah, but Scapheap's character killed a child molester while fighting  crime. And if an investigative journalist finds dirt on a hero, it could destroy the program.
In the Wormverse, a teenager who killed I believe multiple people and did not dampen down much on her sociopathic tendencies was allowed into the Wards (basically, the junior superhero team) on probation. Among other PR disasters, like

I think most people would ignore the murder because most people hate child molesters.

If Amy must be a villain, make her a villain like dungon keeper Ami("These hostages? I saved them from lord evil and I haven't had time to remove their binds-STOP SHOOTING AT ME!" "I'm not robbing a bank. They are not my henchmen, they are from Angel Hierarchy-STOP SHOOTING AT ME!")

Well, it was more because of the cannibalism than anything else. By minor villain, I meant that Amy escaped arrest and became a female version of Rorschach, that eventually the government decides to take down because of angry conservatives or something.

Secret Identity: Ronain Mann
Age: 25
Job: Spare RB for the Miami Dolphins
Criminal Record: Some small incident from when Ronain was 12 involving a missed pass and a window.
Background History: Ronain was a very fast man a few years back and managed to put in 4,000 rushing yards and 22 touchdowns as a rookie in the NFL. However, he took a rather large blow to his left shin one match, breaking his leg in the process quite badly and putting him out for a season. Now he is no longer at the top end of his skill, he usually keeps off the field unless he has to, and spends most of his time with his wife and kids.
Other: Leg injury may be a slight issue.

Oh gods, this generator is ridiculous. Took me probably two dozen tries to find a power set that isn't overpowered but also isn't utterly useless:

1. He uses a "stupendous" airplane to levitate. If you have an airplane, why do you need to levitate?
2. He can turn illusions into dust. What?
3. He can talk to flies. "Hi, fly! How are you?" "Fly away! Fly awaay!"
