It does indeed look like a way to manufacture small quantities of blocks by splitting blocks you have in qauntity into component "cubatoms" or whatever and then using these to fabricate other cubatoms and then blocks. I managed to break down an R1 memory module, play with some other stuff, then reproduce the R1 module form a different recipe.

then the drop-down menu stopped working so I couldn't play with it anymore...

It's actually a combination between nuclear fission and genetic engineering. You break whole things apart into elements. You combine elements to get more complex elements. You extract basic elements out of the complex elements and combine them to make new whole things.

Nah, it was underground. I found it though, it was in orbit, just outside of the view range.

Because people shooting willy nilly. On that note, Eric, Mem shot up the planet again for some reason, so now we're at war with him, and apparently there's a hole in the neutral docks. I am unimpressed.
