Kaeso followed Fae to the wine and poured himself a glass from the same bottle, without doing the other senator's move. He lifted an eyebrow as he listened to him, and he started stroking his beard once again as he began sipping from the glass.

"From your words, I suppose you are seeking a... Partnership withing the members of the senate? But how do we all fit into this, and whose side will we be on?"

The Forum Magnum, the intellectual center of the city, seemed particularly empty. It was here, that amateur legal philosophers, wealthy men who liked to be esoteric, and middle class men who like to pretend they were the wealthy, and below them, poor people, begging from them there. It was always significant when a Senator came to speak to them, particularly one of such oratory repute such as Hetairos. As the time speedily approached for his speech, the crowd got more and more tense. It seemed that the anticipation, if turned to physical force, would part the mob asunder. It seemed most were busy, so only the poor and the crazy were here. Yet, coolly mixed in, were men with clubs and knives under their cloaks, ready to spring into action to protect the senator. They were sufficient for assassins, even a number of assassins, but against an army, they were nothing. They consistently yet nonchalantly, looked at windows to see what trouble could be lurking behind curtains or shutters, many of them occupying rooms overlooking the forum.

As for the Senator himself, he was no fool. He wore thick leather padded clothing, well concealed under his toga, to prevent a stray arrow from coming in and taking his life. He took a few deep breaths before stepping out from the waiting room, two stories high onto the Rostra, the tall sort of column in the middle of the north face of the plaza. Mounted along the sides of the Rostra were naval rams that had been captured, celebrating Hadria's past triumphs. The beautiful limestone the pillar was composed of was of excellent consistency and its whiteness was exceeded only by the purest cotton used for his toga. As he entered, the crowd fell silent.

"Before I begin", he began, softer than the body of his speech, "to say those things which present circumstances constrain me to say, O People of Hadria, I have something of a preface." He cleared his throat.

"As you all know, I once, was an advocate. I longed to see justice done and I fought incredibly hard. Those among you who share my former profession know better than anyone else." A murmur of agreement proceeded from the audience. "Since my appointment to the office of Qaestor so many years ago, I have never taken my eyes off my beloved Hadria. I felt as if it were my duty, once a vigorous student of the laws, to progress from student to sentry. I would, and have, stood watch over our laws and have expanded my fence, keeping the laws pure and justice satisfied as I could. My current position provides so much the more impetus for my defense."

"I, as many legal philosophers before me, and I'm sure many will after me, have been known to sit and ponder. So in my pondering, I came to a most paradigm shifting conclusion. It is on that conclusion, I have come to speak to you today,"

"Hadria, is not as small as it once was. Emergencies are far more concerning than they once were, to be sure, but Hadria has grown in ways other than borders or soldiers. It has grown in intellect. We as a people have been blossoming beautiful flowers of wisdom. I've met quite a few of you, and the sheer quantity of knowledge you have would have been unheard of only a century ago. At one time, I'm sure, the people in years past, busy with farms and daily life, needed a full time, trained for the job person to study the issues and make informed decisions. But this is no longer the case. Now, I halt there to explain. I do not think the Emperor should be done away with, or his power significantly curtailed. He was, after all, trained since a young age for the job he holds. In fact, this bill takes absolutely no power away from him. Conducive to the conclusion that I reached, which is that the people, who support government with their work, wages, and blood, should not be completely insulated from it, I at the time of drafting, added this amendment. All it does, is create power, not for the Senate, not for the Magistrates, but for you. Under my legislation" He said, lifting up a copy of his bill, "The people of the city of Hadria, if 10,000 of them can agree to a proposal and sign it, that same proposal will be on the floor of the Senate within the month! The original proposer may send along an introduction to be read. Then, after a degree of time I'll no doubt have to increase to appease the Imperials" He winked, "They may call another meeting. But not only that. Now, interested Senators who have held the office of Praetor or higher, may convene the Senate. Now, action can be provided, to create a more efficient government based on the moral and just laws."

"Now, granting the people this degree of power is simply unprecedented. There will be people who try to prevent this bill from becoming law. They will try to deny you and the other citizens of the city the right to have a say in their government. They will try, but with your help, They. Will. Fail!"

"Now, here is what you shall do. In six months time, and don't worry, I'll remind you. In six months' time, you will stand around the Senate, showing through the sheer number of your persons that the people of Hadria support this bill, posing the ultimate question to the Senators. They will be asked, simply by your presence "Do you support them?". I emphasize also, that this should not be violent. Our voice will be heard through reason, not riot. I will be back, every month until the next meeting of the Senate, to speak. Let it never be said of me, that I did not try. Let it not be said that my garments are speckled with the blood of slain justice if this bill does not pass and your will is subverted. Thank you, and that is all."

Another day at the Senate, another day of voting, and yet another day of listening to fools...and geniuses. He had left the senate and then made a brief detour to the markets, simply looking at the goods and listening to the news of foreign lands. The princess of Luvia* had married, apparently, after nearly 5 years of putting it off, to a kertel** no less. Strange people, those elves.

Marcellus had made for his villa soon after. Looking at it, no one would have thought it a house of a senator. It was a small thing that would comfortably house perhaps 10 people, and no more. It's garden was little more than 3 pots of ferns and its pool more like a fountain. Still, it was home and Marcellus had grown accustomed to it. it had a wonderful view of the port and often he would awake to the perfumes of the East...and the dung of the gutters.

Marcellus retired for the night; he had no obligations or such to deal with at the moment. His voters were from the country and few had come visit him this day, and as for those supplicants who did, were answered by Udja, Marcellus' head-slave.


*A small elven city-state in the far east of little importnace.
**One of many Hadrian word for 'lizardfolk'.

Titus sat upon his seat in the mess hall, eating the standard meal of the legion: bread made from wheat, a serving of cheese along with a head of lettuce and some smoked fish (Interchangable with poultry or pork, depending on which meat was cheaper at the time.). The stern, grizzled centurion carefully grasped the food wthin his armoured fingers, before tearing the larger portion into two bite-sized pieces and eating one.

The news about the war was relatively good, though a bit of disturbing news filtered in. Titus himself was not happy about the senate's decision about a proposed loot share. While the bit about the plebs getting a share was of no concern, the fact that a building filled with patricians that had no military experience, much less ones that had first-hand combat experience decided that his men should not get a reward for their work and loyalty to the empire was demeaning in every way, though the due course in reaction to that was just to grin and bear it.

Still, it was an issue that had to be resolved one day, even if today was not this day. Titus calmly picked himself up from his seat, leaving the plate for a slave to pick up. He picked up his helmet from the table, one in a corinthian design, and tucking under his arm as he set out back to his quarters. The emperor had issued a mobilization order, and thus the legion would move out the minute the daylight was visible, Titus knew that was going to be one long march ahead of the empire...

Cain paused before torching the letter and starting anew...

"We have an instigator. Names aren't important, but should be obvious. If you're confused, I'd both be sad you need clarification and available for said clarification as usual. Keep it subtle though. Discredit them - bodies are an issue currently. I know you have your methods..."

"Well Fae, I try to stay objective and realist to our situation, and at present its obvious that save for optimates, we are on the very end of the people who are to receive legion posts or governorships. Its in our interest therefore to make due with what we have. I presume that is why you invited our friend Kaeso."

he turned to the dwarf.
"I'm sure my friend has something on his mind when her invited you, Kaeso. Afterall there are many things we could do in a coalition. I am terribly sorry about our clash in the senate, but I beleive our interests can be made common. If citizenship franchise can be extended, that means more of people will be eligible for loot share, for example many of your blood.
But Septimus mightr have been right - it was a rather hasty motion and it might be passed later. Empeor is not an enemy of the people after all, I beleive in his good intentions. That might give us a path towards a 3-way coalition, if we play ourselves right."


He smiled and looked at them both.
"What say you?"

"So, what you want is an alliance... With the imperials, none the less. Yes, a deal could be arranged to see that happen... But I'd need to convince myself and my people that there's something worthwhile in it for us. What do I have to gain, supporting the emperor instead of the optimates? If I could secure an alliance with the Optimates and the Isolationists, I could probably push for reforms favoring the dwarven patricians... Is there anything more I could get from you and the imperials?"

The army and its three commanders assemble on the northern border with Whitepeak. A courier is dispatched to the northernmost city, inquiring their immediate surrender before the glorious Empire of Hadria so that they may be spared the bloodshed that will ensue if the legions are forced to invade their city.

[6+1] Several tense days past before your messenger returns, soot-stained and bloody, a parchment in his hands: The city of Itanos accepts your offer of surrender. As well, their sister city, the city of Secamis, has agreed to surrender as well.
Unfortunately, the rest of the Whitepeak Alliance have branded Itanos and Secamis not only as traitors to their cause, but enemies to be dealt with. [5-2] The cities of Armascum and Clypem, remain hostile to your forces.

[1] Your messenger reports that Armascum and Clypem's joint forces have begun setting fire to the lands of Itanos and Secamis, no doubt damaging the productivity of these parcels.

The empire has gained 10 parcels of land and two size 3 cities- Itanos and Secamis. However, [6+2] of these parcels are damaged and will not be able to produce come tax time.

Raise PG.

Try to search for poisons to coat a weapon with and antidotes. Use Charisma to barter the best ones.


[-] You raise a personal guard regiment (1 basic infantry) with little effort.

[2] You have difficulty finding any poisons, but, conversely, [4] have little trouble finding antidotes. Indeed, it seems physicians are a dime a dozen and [6+1] many are all too willing to accept whatever coin you may have in order to provide you with the antidotes. You'll probably need to pay 1d in order to ensure it isn't a fraud, but you could conceivably spend as little as .5d if you needed to. You know a guy.

[5+1] One of the many 'physicians' who you've met with to speak about antidotes mentions that he synthesizes his antidotes from the actual poison. He isn't sure where the poisons come from, but he can put you in touch with his Cousin, who delivers the poisons to his apothecary, if you'd like.

[2+1] Before you even make it to the pulpit, it's clear that the people have gathered because you are of some repute- But not for the reasons you were expecting. Someone's been spreading rumors about, and not only are they fairly nasty, but belief in them is fairly widespread. Shame.

[6] The downtrodden, the poor, the broken. The criminal, the dangerous, the insane. These are the two groups which heed your call. The latter, for some reason, thinks you are more alike to them than the former. In any case, some of the poorer peasantry decide that they are all too happy to show out in numbers in six months.
Unfortunately, for many nearly two full seasons is far too long a wait. [5] More fortunately, perhaps, of those many only a rare few are so incredibly impatient as to actually do anything. [4] This "anything" constitutes as several attempts to start small-scale riots throughout the city, in the name of the people. (-1d income, unless somehow repaired or negated)
[5] Luckily, none of them claim to be working for you, which could very well absolve you of any blame. [6] But they are so incredibly inept that, aside from small property damage, they don't do much else and after a few days they simply...disappear. Or so it would seem.

"You make a splendid point. Exept for the fact that isolationists do not favour expanison at all, limiting future opportunities for everyone and optimates are known conservatives that will deny the opportunity for advancement of the dwarven community. Populares and Homo Novi are natural allies - its easy to convince my group to support a bill that you would want passed and empeor will be appeaciative to have allies in the senate. Who knows, we might get our governorships quicker that way."

Crassius picked up another piece of fruit.
"Also, I'm looking for trade partners - Fae is an experienced seaman and I have good contacts at the waterfront. While I understand that at some point we might go our own way, for now we might pool our resources and erase any ill will we have towards each other. Mind you, apart form the imperials, Homo Novi have no better ally than us."

Kaeso frowned deeply, staring into his wine.

"My interests cannot be swayed by the promise of a bit of land for me to take care of and a small imperial salary that the emperor would grant me, Crassius. However, I know of several dwarven families who are richer than many patricians, and who would... Ah... Appreciate it, if some noble ancestry was discovered amongst their ranks, if you see what I mean? I do hope that is not asking too much.

In exchange, I would gladly support you in your endeavors of expansion and trade. I have heard all sorts of thrilling tales from the easts, from the members of my family who are traders more than they are nobles... And, well, I am a dwarf, after all. I am a businessman, and I understand the language of business - so it would be natural for me to support you in those areas."

Crassius smiled approvingly.
"I beleive that many Hadrian patricians would be honoured to have adpoted or approved of their noble status many a enterpreneur or dwarf. After all, social recognition is vital in seeing the process through. just say what exactly is needed and i will see the process through. What do you think Fae?"

“I do not think it would be too much of an issue to find some nobility amongst those Dwarven families.” Fae idly remarked, before picking up a slice of fruit and popping it into his mouth. On the table was the rollup, forgotten amongst the talk.

“As for trading, we need some capital for such an adventure. I’d be more than willing to lead it, of course and to volunteer whatever I can come up with. I also know…a few… sailors who’d be willing to man such a fleet…and be ready to fight any pirate or…other groups of people, to the death.”

Personally go out at night and find out how crime in Hadria is run. Gangs, organisations and important individuals must be found out.
[6+1] You head out into the dark of night, and scour your contacts for information regarding the present...night life. Many, trusting your ability to keep a secret, are all too willing to provide you with information. It would seem that at the moment [6] the criminal life of Hadria has quite a few 'job openings'. Not because of the actions of the senate or Emperor, but because a bloody gang war has recently left more than a few people dead...and it doesn't look like the situation is improving any time soon.

Notably, the two major gangs in this power struggle are The Reds, famous for their smuggling activity and who, following the death of their leader Aelius, are likely to dissolve soon if someone does not step up the plate. The second gang is The Arbunem, a gang which deals in both 'protection' and smuggling and which is led by an Elf known only as Peck.

Just as you're heading to meet with an associate who might know more about Peck and/or what sparked this covert war, you realize that you are being followed by [5-3] two shady figures- When you move quickly, so do they. When you slow down, they do the same. What do you do?
