Moons in weird orientations would probably be formed by a colision with a body from outside the system, since it has to impact at the correct angle to get the moons to orbit in such a weird angle.
I thought that as well. So our planet would be like that:

-Genesis: 0.95 earths, 0.65g, 0.80atm. Atmospheric composition yet unknown. Two moons, one orbiting in the ecliptic, the other 90° of it.
-horizontal moon: 0.27 earth (1 Moon), 0.10g, 0 atm. Oldest, inactive moon. Very clean white in color, resulting in a very bright moonlight. Has splatters of black resulting from the second moon's formation.
-"Vertical" moon: 0.10 earths (~0.35 Moon ), 0.08g, 0.06atm. Far younger, it is closer to the planet. enough to keep a volcanic activity. Appear mostly red and is denser than the other. Expect lava. Sometimes a particularly powerful eruption can throw lava all the way to Genesis, resulting in beautiful falling stars.

That's a completely unstable formation. Expect axial tilt, completely unpredictive tides, moons being torn out of their orbit and other weirdness.

In order to have at least a hint of stability the moons need to follow a similair orbit.

Yeah, that seems fun actually. People of this world just need to point to the two menacingly close moons when asked why they need to sacrifice to the gods.
