And it doesn't seem like education or population affect how effective buildings like factories are. I support the 15 schools 10 factories proposal, though I don't know if 50 farms are necessary. Then again, I don't know how affective a farm is. How much population can a farm barely feed, and then feed comfortably? Minor infrastructure should be replaced too, to speed things up. And hospitals/emergency buildings. Citizens are assets, and we want to protect our assets.

Edit: And how many people does a factory employ? And a school teach comfortably?

Education will make people happier and produce smarter citizens, but the smarter citizens are more likely to be upset with certain decisions you make. It will also give a bonus to researching.
