Anyway, does this sound reasonable?
Siege upgrades:
Heavy cannon: Str+0, +4 Str vs walled fortifications, +1 Str defending walled fortifications. Causes Fear.
Upgrade Cost: 3 Ducats, 1 Engineer. Also requires iron/bronze, and someone who knows how to makes cannons.
Upkeep: +2.5 Ducats/year
Light cannon: Str+2, +1 Str vs walled fortifications, +1 Str defending walled fortifications. Causes Fear.
Upgrade Cost: 4 Ducats, 1 Engineer. Also requires iron/bronze, and someone who knows how to makes cannons.
Upkeep: +2.5 Ducats/year
Siege cannons cannot be used on ships. Similarly, ship cannons cannot be used on land.
Land upgrades:
Arquebusiers: +1 Str. Causes Fear
Upgrade Cost: 2 Ducats, 1 engineer. Requires someone who knows how to make arquebusiers.
Upkeep: +2 Ducats
Fear adds +1 to friendly tactics and subtracts -1 from enemy tactics rolls. Fear stacks. After each round lost to an enemy which causes fear, roll a die. On a 6+, lose the battle (flee). Each subsequent time you make this check, reduce the difficulty by the amount of fear the enemy causes, minus the amount of fear you cause. If you cause equal or greater fear than the enemy, reduce by 1. Situational bonuses or an experienced general may increase moral.
Uh, so, gunpowder weapons are expensive, need someone highly trained to make them, and are not very strong outside of sieges, but have the fear gimmick which can end large battles quickly, especially if the enemy doesn't have any gunpowder weapons of their own. How does that sound?
Also Cannons need an engineer as base, and a sailor if it's to be placed on a ship. Ship-borne ones are weaker compared to their landlocked cousins however...
Ah, right, right. Cannons also take a sailor specialist for mounting on a ship.
However, the second point: Patently false. Ships-based cannons change their aim by moving the ship, which is easy, and the other guys can't just run up to the guncrew and kill them. Landlocked cannons can't move around the battlefield, and have arrows flying overhead and people charging towards them as they work, stressing them out and making them less efficient.
At least until more advanced cannons become available. Even then, cannons are better weapons for ships than for armies, and always will be.
Oh, but they don't cause fear. No time to be afraid, when a single good shot could sink you.
