Jeez, who is responsible for the city? I would assume the monarch. Its upt to Taricus to tell us how much land we have, otherwise we defer to whoever is supossed to be doing the fluff.

The city it's self should have "parcels" as well, districts if you will.

From a gameplay perspective, no. Even if some nobles manage to take control of some districts, they will still only pay taxes to the lord of the city, and if a noble is taking control of districts by force, there will be fighting in a matter of hours and the taxes will be the last of the noble's problems.

That's not how it works, weasel. A GM can't roll for something that will seriously change things for him or his faction (for example, thatkid could'nt roll for the 'Taric at Miring' thing, since he was his sworn knight, and Yoink could'nt roll either since his life was in danger). If Taricus can't roll for matters like that, we'll simply slow the game down a lot.
