Scarlet decides to call in an orbital bombardment on the Us army, again. With recent events, the army was even more of a nuisance now.
The memory loss is temporary, and we know how well kids learn. Then add in that the *US can't exactly shoot children without the media coming onto them.
Scarlet gets an idea, and releases to the press that the "horrible" Marmot Gallows is really only a child, and that the government has been scapegoating the poor child, leading to a call for revolution. The army has to be called away to calm the rebels.

(Counter Talarion) After the first time, the government located and took control of the orbital cannon. They redirect the shot against Gallows' base.
After an unfortunate event involving cookies, a cookie jar, and a guilty look, Scarlet is forced to spank Dr. Gallows for disobedience. This causes a mental shift in his brain and he becomes determined to do good for the rest of his life.
UAVs start conducting close-in reconnosance
(Theo, M=3: 2. But it's funny, so I'll have the first part succeed even though it's worth no points.) As usual, Marmot is up to little good and he plots an elaborate plan to get at the cookie jar, which hinges on the fact that nobody will notice him go into the kitchen. However, half of the soldiers and his mentor are shinobi, so a five year old's clumsy attempt at sneaking around merely gets him caught with his hand, literally, in the cookie jar. Marmot is spanked and sent to his room without supper, and he's very bitter about the matter. Looks like he's going to be evil again. >:3 (bread, H=4: 5) Shadow uses the opportunity to take a picture of a crying Marmot (she spanks HARD) amidst all the science equipment and leaks the picture and other info out to the
Liberal Guardian. They have a field day with decrying the evil
Conservative Government and other papers run the story as well. Riots ensue and the army leaves... for the most part. A rearguard sticks around for the rest of the turn so the other actions can still happen.
(wolfchild, M=3: 3) Some UAVs are sent in and scout the place around. The recordings will come in handy for any future covert operations even if full-scale military assaults are out of the question now. (Noah, M=3: 3) While stewing in his room, Gallows comes across his old journals. His memory returns upon reading them! He remembers all of his plans and creations, even though he lost the super-intelligence. Time to head up to the drawing board. :3 (Tal, M=3: 3. DH, H=4: 4.) The government decides to ignore the public and use the orbital cannon they hacked into anyway. It fires on the base, destroying the upper levels and the soldiers/ninja on them. >.>

Marmot Gallows is somehow a child again, roughly five years old. His assets include unusual intelligence for a child (putting him on par with a straight-A high school student), a pair of robot minions, an army of rebels at 50% strength, and a base hidden in Death Valley so it's very hard to find and get to. His army is equipped with plasma weapons and high-tech armor. Magnetic ray attachments are being produced for his soldiers. His partner, Scarlet Shadow, is a combat expert and has her own army of shinobi (at 50% strength). The upper levels of the base are in dire need of repair. The public opinion is firmly in his favor and anti-government.
