I think what he is going for is the government quickly puts a cover-up together that makes it look like Marmot fired on his own base in order to avoid paying his army.

OK, running with it being a government smear campaign then.

(Counter DH) Or he would, if he were still of a juvenille mind. Gallows doesn't actually care and isn't idiotic enough to kill of one of his biggest assets!!

Gallow's mixes together a new serum that makes him an adult, aswell as tripling his old intelligence!

Word gets out about the orbital strike, and the public is so outraged that the country breaks out into full scale revolution.

Marmot orders Scarlet killed as revenge for the humiliation. It fails and Scarlet and her shinobi abandon him.

Marmot decides to make a public announcement decrying his opponents. Unfortunately his arrogance and and hate for the common man is obvious in his vitriol filled speech, where he refers to the general public as 'sheeple' and 'lesser beings'. The public, fickle as they are, turn their backs on him as they realize why the government was attacking his base.

(Counter Bread) Except the records clearly show that marmot fired the weapon, he must have been killing his own men so he didnt have to pay them, THE FIEND!

(Theo, M=3: 6) Blinded by childish arrogance, lil' Dr. Gallows uploads a video to YouTube decrying the US Government and calling every American a mindless sheep. The rant quickly degenerates into him just hating on every living being and the video gets an unprecedented 1,000,000,000 or so dislikes. (DH, M=3: 2. Tal, N/A) Predictably, still being a kid, he goes and sulks in his room for a few days, feeling very bullied for whatever reason. Not even the single 'like' SS gave him can cheer him up.

(Noah, M=3: 2) Gallows is too depressed over his miscalculation that he doesn't feel like messing with chemicals, possibly ever again. Maybe he would do better researching machinery or weaponry. (Bread, H=3: 3. wolfchild, H=4: 3) A news reporter - let's call him Terry Blake - does some digging around after seeing the flashes of light over the desert and discovers that the government has control of an orbital laser! Being a sleeper for the LCS (because they're a useful plot device ) he sends all the relevant date to the Liberal Guardian. Public outrage is at a new all-time high.

Marmot Gallows is somehow a child again, roughly five years old. His assets include unusual intelligence for a child (putting him on par with a straight-A high school student), a pair of robot minions, an army of rebels at 50% strength, and a base hidden in Death Valley so it's very hard to find and get to. His army is equipped with plasma weapons and high-tech armor. Magnetic ray attachments are being produced for his soldiers. His partner, Scarlet Shadow, is a combat expert and has her own army of shinobi (at 50% strength). The upper levels of the base are in dire need of repair. The public opinion is firmly both anti-government and anti-Gallows, but perhaps a bit more hate is directed at the government. Gallows is deflecting enough attention that there hasn't been any riots yet, though.

An invasion from unkown locations causes such a crackdown that it becomes impossible for gallows to get any suipplies into his base

(wolfchild, M=3: 3) An unknown military force starts launching guerrilla ambushes all over the US, specifically at places of major transport. As a result it becomes more difficult to over goods from one town to another and more of the budget is forced to be allocated to securing supplies, drastically lowering the amount of funds he has to spend on developing new weaponry. (Theo, H=4: 6. Tal, D=5: 6) The shinobi - without their leader's knowledge - decide that in his current state the doctor is not fit to lead any of them. They abduct young Gallows and start putting him through a training regiment, freaking Scarlet Shadow out until she realizes what's going on. For now, she'll handle the daily operations.

(DH, M=3: 4. Bread, H=4: 2) One of the captured rebels is given a thorough debriefing. Most of it is rambling and seems to make no sense -Gallows is a kid, he's super smart, etc. - but from listening to him the interrogator manages to jot down several notes that may come in handy in the future, such as the kind of weaponry available in the base and the general amount of troops. (Noah, M=3: 5) Out of sight, out of mind, as they say. There's been no criminal activity out of Gallows's base for awhile and the fickle public forgets about him, but not about the government. Riots ensue!
