No you can not. That is a silly thing to say. You can not attack him at all and he is not really much more spread out then you.

The issues with that are:

1: What boats? You would need quite a few to attack in as little as two turns.
2: You still seem to be thinking you will only be fighting one of us at a time.

1. I can build boats. I am expecting a large increase to my Supplies this turn.
2. I know I will fight you at the same time.

I can build up an army now, and the next turn, and the next.

You seem to forget that as well.
