I don't know about the UK, but depending on where you are in the US, that is not always the case; enforcement can be pretty selective.
Then I guess you and I live in different areas of the US. I've never once seen the police fail to be utterly literal and arbitrary in their law enforcement.

I've seen a video clip where a cop beat the crap out of a motorcyclist. But then again, that was only a single one.

That's far too absolute a statement for me to take it seriously. "All police are literal and arbitrary in their law enforcement" is a claim that needs some serious backing up and is shot down by even one policeman following the spirit rather than the letter of the law, whereas "the majority of police are literal and arbitrary in their law enforcement" still needs proof but is much easier to swallow.

I don't think it's true that they all act literal and arbitrary. I've just never seen them do otherwise with my own eyes, so I have my doubts.

They only act like that when they're under very strict orders to do so/are trying to suck up to someone/are plainly being assholes. Again, it mainly depends on whom they actually let join the force.
Any cop with his brains inside his skull would at worst shoo away the "offenders" to somewhere less visible.

the actual law in england.

its designed to get people off the streets and into shelters.  Not necessarily good or the right way to go about it, but it is not what is has been touted as.  All the laws are directed at doing it in open air public.  Private kitchens and such are perfectly ok.  Also, its been illegal to sleep in the streets of England for over 150 years.  FYI.

Well there you go, that's not so bad. But, and this might sound insane, surely they should be working towards supporting people so they can get off the streets, instead of offering them the stick and threatening them to? This seems like a very inefficient way to go about doing things, especially from a PR point of view.

Heck, since there's no law about giving out pennies, why not just give each person who comes there a penny and then get them to "buy" refreshments?

Like 90% of shelters are being shut down due to government funding cuts.
