Nobody is allowed to sleep on the streets of Westminster, and is punishable by law. Anyone who gives a person who has slept on the streets food, in Westminster, is also subject to that law.
Can't really say anyone has over-reacted that much.

It's not just that one area outside the cathedral, it's Westminster as a whole.

During questions on future business he [Shadow Commons leader Hilary Benn] said: "It means that as well as fining people up to £500 for giving out free food, Westminster City Council will be given the power, if it wishes to, to seize the soup, the urns, the vans, the ladles, the bread, the teabags and anything else."
