There's nothing illegal, just immoral.
The bill is forcing the homeless to go away from Westminster just so the rich snobs and the tourists don't bump into them.

It does, however, allow people to adjust the law as they go, rather then people trying to claim that guns are a right based on the fact that a very old document says that the local militia is allowed to arm itself.
Constitutions can be changed and/or amended, you know..

Nobody is allowed to sleep on the streets of Westminster, and is punishable by law. Anyone who gives a person who has slept on the streets food, in Westminster, is also subject to that law.
Can't really say anyone has over-reacted that much.
