The other descriptions I've been able to find of it only spund a little more sinister than existing credit report and background check and data aggregation entities.

American currently living in china for the last 2 years.

This video is correct about what sesame credit is and how it will work. However it does miss one big thing. Currently there is no unified credit scoring system in China like we have in banks in the U.S or Europe. Union Pay, the credit system of asia, dosn't give credit scores, it just helps banks issue debit and credit cards, but the banks don't really communicate well in China. And this is meant to help with that.

Of course, this being China, they can't just make a unified national credit score system, that would be far to sane, They wanted to ensure that every person would use this system for social media, instead of the current number 1, WeChat, which the government does not like as WeChat is linked to phone numbers only so its very hard to connect data to the person using it, if they want to avoid detection. So this is where we get Sesame credit, which is the government trying to give financial motivation to use their authorized system.

I obviously don't have much to do with china myself but it looks legit enough. Also even if it's not exactly the thing EC talks about it might be a stepping stone towards a system like that.

like yes undertale has great usage of it, very great
but like
i've seen people complain about it, accuse it of being lazy
i really want to do a few leitmotif videos for, like, final fantasy X or something, like one for suteki da ne and one for to zanarkand etc.

No, it was self-propelling. I thought that too at first but I barely touched it and its movement wasn't damping at all.
