The Tau aren't anywhere good enough at close combat to be the YV.

IIRC the suggestion was that they were a splinter faction from a few thousand years down the line in the 40K galaxy. Given the rate that the Tau have been advancing at, it's not entirely unreasonable. Though obviously only suggested for the fun of it.

It's because all that storm water is trickling down through broken roofs, giving people incentive to pay to have them repaired.

Economic improvement generally seems to happen when money's moving. Disasters are a "good" way to force people to pull resources from storage and start using them, giving a general boost to economic health in the area, for a while. Something something broken window something. S'problems related to long term stuff and sustainability (disaster every tuesday = bad, but one every once in a while, when things are starting to stagnate a bit...), but the concept's there.
