There is no love left for IE6, it was all disintegrated by the newer IE versions, Firefox, and Chrome. And maybe also Opera.

Same for DoJ. We're still on IE7. We miiiiight upgrade to IE8 sometime this year. Of course, that'll likely break compatibility with a host of internally-developed apps.

Most government agencies are horrifically outdated when it comes to their IT. We still use some mainframe systems with a VAX terminal interface, and my wife (who works for a state university) just recently had an application upgraded from DOS to Windows. It was a big deal.

So, the government is an archive of ancient computer systems that will probably break horribly if you lost compatibility for 16-bit programs?

Pretty much. Budgets are a bitch. Especially when ordering an upgraded anything takes eight layers of approval.

XP....in testing to upgrade to Win 7 at some point, probably concurrent with the next hardware upgrade. If we haven't gone totally to iPads by then. >_<

You won't be all iPads, you'd have to replace everything! Old mainframes I'd assume aren't something Apple had in mind while making the iPad.
And I'm guessing 32-bit Win7, since the 64-bit one refuses to run 16-bit programs.
