Theoretically, you wouldn't see the confrontation between Oki and Ishikawa from the town, because of the trees. Feel free to stumble blindly across her, though. Remember, this is largely freeform until you reach a conflict (such as throwing your knife, or Oki spotting you and trying to snipe you). So do whatever suits you in the plot.

RAM: It's largely freeform. If you feel like using a dice to actively search for weapons, do so. It's a waste, though. Nobody is trying to stop you from doing it right now. So just take any old thing you might find in a clinic, and claim it is now yours.

So I could say I walk outside, somehow find her, and throw the knife?

If so, I guess that's what I'll do.

Well if I dont know what is better just throw a dice for it.

I find a sturdy pole from a stretcher and carry it as a weapon, I then go to the office and look for information on the nanobombs.

[Criptfeind]

Oki futility wipes her hands on her pants as she formulates her next move.

"In a warehouse... what do warehouses have? Stuffffff like.... BOXES!"

She quickly glances around the room and finds a box to her liking that she then pulls over to the door to barricade it. With the door blocked she climbs the stairs to the second story of the warehouse and looks out the window with. She sees a boy wandering making his way towards her.

"Oh no! Someone wants to play? Well then, lets play."

She slowly pulls the trigger of the rifle aiming at the head of Roko Azuma. (2 fire dice)

Well if I dont know what is better just throw a dice for it.

Armok, it is going to be randomly chosen latter on in the game. You have no luck dice or anything of the sort.

I meant I don't know what the posible loactions are and if it dosnt matter...

Maybe i'll just gofor where it's easiet to dig and not be spoted while i do so then?

You want to narrate it for best effect, though. It's a roleplaying game. Criptfiend is doing it right, if you're looking for a model to build off of.

Criptfiend rolls: 3,4. So Oki fails in her attempt to pick Azuma off. The Rival gets to describe this failure however he sees fit. That means Armok.

After the failure, you can make a 'response' action, Spade. Which can be anything from 'ducking behind cover' to 'charging forward with the knife' to 'running away like a little girl'. Then it will be your turn in the conflict.

Remember that nobody is 'dead' until somebody (the person in charge of them or the one describing the action) says they are dead. Ishikawa, for instance, would still be alive if I hadn't stamped it with a post (though, quite obviously mortally wounded). Feel free to exploit this as much as you want if something terrible happens to you. If you've seen the Battle Royale movie, you know exactly how much sense it makes in this setting to be filled with bullet holes and still actively killing people.

It hits her bullseye in the forehead... wrong end first. She gets a mild concussion and nothing more.

Oh this looks interesting, the Battle Royal manga disturbed me slightly when I read it back in highschool...

By the way, I think it would be better to say that Oki put the Scope directly to her eye when she fired. You know like people with no experience think you need to do to see through a scope. The Recoil knockback can give a great big blackeye and can knock you cold in some cases...
