Actually, PokeRS only doubles your EV points gained. So it doesn't directly affect your stats, it affects the stats that affect your stats.

Thus doubling your stats

where once you got 4 EVs and 1 stat point now you get 8 EVs and 2 stat points

where once you got 2 EVs and half a stat point now you get 4 EVs and a whole stat point

etc.
