Pretty sure testers just find the bugs/issues. Whether or not someone else fixes them isn't up to them.

That is possible, but I am not sure. I mean....it takes a few hours to spot the _obvious_ problem with coalitions for example. So it's either the QA tester's f*ck up or the lead designer's. [IIRC that is Henrik Fahraeus]

I know, but he has 0 bad traits or skills, and like ALL THE PRESTIGE. I'm lucky if my character has 100 prestige at game start.

There's mods out there where you can give yourself like -100 years of trait and then just pile on everything you want.

It's also possible he's descended from a super character made in char creator. That can lead to good stats and traits in the main family line for a few centuries.

Char creator was almost certainly involved at some point since he's an Ashkenazi Jew in Poland. Pretty unusual for that to happen normally.

And a Poland with its capital in Praha (Bohemia) suggests that some time has passed since game start, as that would require at least one successful (likely holy, though the threat of an HRE intervention may contraindicate that) war or some save-file editing.  Given that the character is 16, and given how it can sometimes be difficult to convince a regent to approve certain diplomatic measures without having groomed them in advance (another thing that takes time), that seems to also suggest a bit of time has passed since game start.  As such, I'd bet on descent from a super-character, too.  Genius (+5 to all) is hereditary (15% chance), and a lot of the other traits could have been gained through educational development.  Discounting those, you have bonuses of anywhere from 9 to 20 in all stats.  The base stats are much more reasonable, except possibly Stewardship:
Diplo: 6
Martial: 5
Steward: 16
Intrigue: 5
Learning: 5

Finally, there's also the stat boosts from marriage.  Those aren't a character-creator boost, but rather would likely be the product of a major eugenics program or a thorough scouring of a European continent that has had time to develop a large range of potential brides.

The payroll testers are probably for new games only.

nah, trust me, games such as these without proper QA would be actually unplayable. I can barely make dwarf fortress mods that are playable, much less entire new systems like what conclave did.
